Adjourn FEAB July 8, 2022 Minute s Amy made a motion to: 1. Approve June's minutes as written . Jim seconded the motion . Unanimously approved. (Motion #1) 2. Renew Ji m Horner and Ben Frater's FEAB membersh ip , which expired in January/February. Gary seconded the motion . Unanimously approved , pending counc il approval (Motion #2) 3 . Approve Nicole 's membership with FEAB , pending co un cil approval (Motion #3) Community Resilience Index: Nicole will work with Jim/ Corey to get CR I on an upcoming Counci l schedule (tentatively a workshop item). Jessica said this would be an appropriate course of action. Other Committees: Amy drafted a presentation to be used to introduce FEAB to other committees (hard copies since power po ints may not be availab le). Page \ 5 1. Bike & Ped committee: Amy and Gary recently attended recent meeting and had requested 15 minutes for a short presentation. On ly 4 minutes was avai lable, but she did present a rushed version of the presentat ion . 2. Harbor Board : Amy suggested Gary and Jim work together to set up time to attend and offer the drafted presentat ion . Gary wi ll pull together current Clean Marina informat ion . Ki m can print for Gary ahead of time. 3. Recreation Board: Ben will plan to attend with pre se ntation and discuss park and beach management plans . Kim said 2016 Beach Management Plan (not approved by council but partia lly implemented) can be used as a reference on updates . FEAB membe r or members will be incl u ded on steering committee per Nicole. Dyas Triangle : Gary said the GOMESA grant as he understands it just cove rs the upper 70 acres of t h e par k. Jessica said there is a plan to connect the parcels of the triangle property, and that ci ty is still seek i ng more fund i ng other than the GOMESA grant. Nicole said GOMESA grant is not al located just to Tria ng le property bike trails . T hompson Engineer i ng has been te ntative ly aw ar ded the e ng i n ee r i ng w o r k for the T ri angle p ro ject , pending co un ci l approva l Ju ly 11th . Fly Creek Water Quality: Gary sa id Fly Creek was extremel y turbid after last ra i n eve nt. Kim checked all kno wn construction sites in t he Fly Creek watershed; no significant project run off was fou nd . She d id not check the triangle property . Code Enforcement will check Triangle propert y for run off after or during ne xt rain event to make sure bike trails are not contribut in g to Fly Creek t urbidity. Chr istina oversees water sampling for pathogens (Fly Creek) and has not been able to test lately because of equ i pment issues . She will either request an order of necessary equ i pment and supp l ies , or get w it h Gary to help her resolve . Kim said Plann i ng and Zoning has a sma l l b u dget for wa t e r testing . Gary would li ke the city to expand up o n the monthly sampling (currently allotted at three spots i n Fly Creek per month) to i nclude source tracking when pathogens are high . This might target failing septic tanks . Jennifer noted t he importa nce of septic ta n k function , since many on Fly Creek are like ly on se ptic tank. Sh e would lik e to see ro utine i ns pect ion s of septic t ank s. Kim sa id t his wou ld be a Health Dept. initiative since Hea lt h Dept . has authority over septic tanks . City Buildin g Dept. has the right to cut off wa t er supply for sept ic tank issues that ar e unresolved . Wetland Charette : Ki m previously sent o ut word documents and p df copies of the Wetland and Red Soi l & Clay ordinance . It is requested FEAB members review and make specific changes to the documents if there are requested changes . Jim said Wetla nd Ordinance needs a comple t e over h au l bu t did not g ive spec if ics . Amy sugges t ed W et land Charette pla nnin g be put o n hold fo r a while . She and Ga ry are meeting wit h Bald win Co un ty Env i ro n mental Advisory Committee representa t ives and wishes to collaborate on efforts . Park Management Plans : Beach fr o nt parks are managed by Publ ic Works and other parks (including Colony Nature Page I 15 FEAB July 8, 2022 Minutes Park) are managed by Pat White . This was verified by Kim . Council must approve any required management plans for parks. Jessica suggested FEAB discuss park management plans with Council (this should be led by Corey 's initiative) to see if there is support of adopting specific park management plans . FEAB has recomme nd ed park management plans and updates through recent motions . This has not been present to or approved by council as of yet . Budget Items for 2023 FEAB suggested these as budget item requests per email from Amy: 1. Support of litter gitter program with Winn Dixie pond as initial location 2. Encouragement for City of Fairhope to initiate comprehensive study of litter and its relation to stormwater pollution concerns for watersheds in Fairhope 3 . Encouragement for City of Fairhope to engage environmental professional to update 2010 Colony Park management plan 4 . Encouragement for City of Fairhope to fund the preparation and implementation of land management plans for all natural park areas in the city, including the Dyas Triangle, Colony Park and the City's beach front properties (i.e ., South Mobile Street) 5. General encouragement for the City to fund the preparation AND implementation of land management plans for all natural park area i n city, including Dyas Triangle, Colony Park, and the City's beach front properties (e .g ., on Mobile St .).
