HomeMy WebLinkAbout07-05-2022 Fairhope Pedestrian and Bicycle Committee Meeting MinutesFairhope Pedestrian and Bicycle Committee Meeting Minutes Date: 7/5/2022 Committee Member Attendees : Gary Gover; Rosalie Stromme ; Bill Hall; John Kavanagh; Katie Bolton; Chris Knight; Jack Graves Committee Member Absentees: Chris Riley Guests in Attendance: Corporal Bishop; Jessica Walker; Amy Paulson; videographer from FOXl0 news . City Councilman representative: None were in attendance . Meeting called to order at 4:02pm by Bill Hall. Motion carried to approve 6/7/2022 minutes . Administrative Items: 1. Current wording in Bylaws state that "unwarranted member absences of 3 in 12 months" are grounds for committee membership removal; committee members approved that "unwarranted " means simply that absence is not notified by member in advance of the meeting date to either chairperson or co-chairperson. 2. Terms for members Gary Gover, Katie Bolton and Chris Riley have officially expired years ago. All three members agreed to continue to serve on this committee so motion carried unanimously by members to approve extending their term. Michelle Melton has officially resigned her committee position due to a conflict of interest (her acceptance of a paid position with the City of Fairhope); this committee is seeking a permanent replacement for Michelle Melton and members should solicit Fairhope residents who might be interested in serving. Secretary position on this committee is still open ; volunteers from current membership requested . ***Action Item: Rosalie Stromme shall submit a formal agenda request to the City Council's next meeting to approve of respective term extensions. E-Bike, Low Speed Vehicles (i.e.golf carts) and Scooters : Corporal Bunkie Bishop discussed the issues associated with violations within city limits of usage of these type of vehicles on city streets, sidewalks and multi-use trails. Corporal Bishop indicated that educating the public is the best way to combat violations before they happen but also stated that moving violation citations can and will be issued by Fairhope police department if warranted . For clarification: Class I ebikes -maximum speed limit is 20mph but only works when cyclist in pedaling . Class II ebikes -maximum speed limit is 20mph but has a throttle that works even when pedaling. Class Ill ebikes: maximum speed limit is 28 mph; ebikes must have a speedometer but may or may not have a throttle; uses/restrictions vary from state to state. Corporal Bishop recommends the fol lowing in terms of public awareness : a) Use social media to delineate penalty costs of ebike violations; b) Encourage ebike rental companies to hand-out Fa i rhope ebike usage guidelines; c) Provide ebike usage hand-outs for the Welcome Center to provide as needed. ****Action Item: Committee members to recommend to City Council appropriate monetary penalties for ebike infractions. Complete Streets Resolution Draft : ****Action Item: All committee members to review the March 2022 Comprehensive Land Use presentation to select top priority items to be submitted to the City of Fairhope council. Pedestrian and Bicycle Committee Input for city projects: a) Working Waterfront Project -Federal Treasury Dept is reviewing grant application. b) Triangle Project-City of Fairhope's council meeting on Monday 7/11/2022 will select the engineering design firm. c) Sidewalk Improvements: In preparation for submitting request to Public Works for expanded sidewalk repainting to the Fairhope Furniture Consignment store on North Section as well the crosswalk near Rambo's Auto Service, Chris Riley is seeking input from committee members for any artistic concepts that would enhance the final appeal of these improvements. ***Action Item: Committee members should submit any decorative ideas to Chris Riley so that he can complete formal request submission to Public Works by August 2nd , our next meeting. ARCGIS Field Maps Application: Master Software records committee member contributions so overlapping sidewalk inventory should be easily avoided. ***Action Item: When each committee member completes an area of Fairhope's sidewalk inventory, it is recommended that a screenshot of your completed area be send to Chris Ambron to ensure no duplication of effort occurs. Committee members with mobile internet capabilities will physically examine assigned areas within the city limits of Fairhope. Committee members are to indicate in RED those sidewalks which exist but which are not indicated on the Field Map Software {online map with user name and password already provided in April 2022 meeting). Also, while out in the field, notate in the Application those sidewalks that need some major type of repair {i.e. handicap ramp missing/damages, major trip hazards, etc); best recommendation is to notate location on the mapping software {'put a pin on the location') and then upload a photo of the area of concern. New Business: Amy Paulson provided an overview of the City of Fairhope Environmental Advisory Board activities in the effort to cross -coordinate both committees toward shared goals for completion. The two areas of prominent overlap are the Comprehensive Land Use project and the Triangle Property . *** Action Item: Further discussions to be scheduled between members of the Environmental Advisory Board and the Pedestrian & Bicycle Committee to determine the common ground for recommendations to the Fairhope City Council. Meetings of the Environmental Advisory Board are held the second Friday of the month from 3-4pm in the Library's second floor boardroom . This July 2022 meeting will be edited and aired on FoxlO news on 7/5/2022 in their 9pm broadcast hour. Next scheduled meeting : August 2, 2022 at 4pm in the Library's Second Floor Boardroom {assuming that their elevator has been certified for public operation by then). Meeting adjourned at 5 :03pm.
