HomeMy WebLinkAbout05-03-2022 Fairhope Pedestrian and Bicycle Committee Meeting MinutesFairhope Pedestrian and Bicycle Committee Meeting Minutes Date: 5/3/2022 Committee Member Attendees: Gary Gover; Rosalie Stromme; Bill Hall; Chris Riley Committee Member Absentees: John Kavanagh; Katie Bolton; Michelle Melton; Chris Knight Guests in attendance: Jessica Walker; Jack Graves City Councilman representative: None were in attendance. _______________________________________________________ Meeting called to order at 4:08pm by Bill Hall. Motion carried to approve 4/5/2022 minutes. Administrative Item: ***Action Item: Rosalie Stromme shall submit a formal agenda request to the City Council’s next meeting on 5/23/2022 to approve Jack Graves’s application for this committee’s open member position. Complete Streets Resolution Draft: Gary Gover met with Hunter Simmons to reword some of the language in the resolution for its final draft. ****Action Item: Bill Hall to submit final draft of Complete Streets Resolution to Hunter Simmons who will provide a copy to the Comprehensive Plan consultants for City of Fairhope consideration and/or inclusion. Pedestrian and Bicycle Committee Input for city projects: a) Working Waterfront Project – Jessica Walker reports that project documents are currently being reviewed at the federal level with no ETA established yet. b) Triangle Project – Jessica Walker reports that a City of Fairhope Request for Proposal has been issued in preparation for awarding construction of the $1,000,000 grant funds to build trails, trailheads, pedestrian tunnel linking north and south sections and bathroom. c) De La Mare handicap parking spot will be completed May 2-4th and will be available for use with a grand opening on May 5, 2022. Sidewalk Improvements: ***Action Item: Chris Riley will submit a request to Public Works for expanded sidewalk repainting to the Fairhope Furniture Consignment store on North Section. It was suggested at the meeting that the Fels Avenue/South Section crosswalk area near Rambo’s Auto Service might be enhanced with artistic elements for visual appeal. Fairhope Avenue Road Closure: This area will be closed for the next 10 weeks and although the Road Closure signage does impede sidewalk traffic on one side of the street, there is safe sidewalk and crosswalk passage on the other side of the street. No sign moving is needed. ARCGIS Field Maps Application: ***Action Item: Committee members present at today’s meeting (with the exception of Gary Gover who does not have mobile internet service) will physically examine sample assigned areas within the city limits of Fairhope beginning the process as a test to determine to scope of the city-wide sidewalk inventory project. Committee members are to indicate in RED those sidewalks which exist but which are not indicated on the Field Map Software (online map with user name and password already provided in April 2022 meeting). Also, while out in the field, notate in the Application those sidewalks that need some major type of repair (i.e. handicap ramp missing/damages, major trip hazards, etc); best recommendation is to notate location on the mapping software (‘put a pin on the location’) and then upload a photo of the area of concern. Sample test case areas are as follows with reporting back in June 2022 meeting to address any confusion or difficulties associated with completing this initial test before tackling the entire city: a) Michelle Melton --- sidewalk inventory near the Fairhope West elementary school. b) Chris Riley --- sidewalk inventory around downtown business district c) Rosalie Stromme –- sidewalk inventory east of Hwy 181 around Quail Creek d) Jack Graves --- sidewalk inventory from Church Street to Mobile Bay e) Bill Hall ---- sidewalk inventory near the Volanta area.
