The Street & Traffic Control Committee met at 2:00 p.m.,
Delchamps Room, 161 North Section Street,
Fairhope, Alabama 36532 on Friday, January 28, 2022.
Present were: Council President Jack Burrell, Richard Johnson, Hunter Simmons, Mike
Jeffries and Shane Nolte.; Jennifer Olmstead took the minutes.
The meeting was called to order at 2:02 p.m.
Minutes from the October 12, 2021 meeting were approved as submitted on a motion
by Hunter Simmons, seconded by Mike Jeffries; none opposed.
First on the agenda was a re-evaluation of North Ingleside Street between Estella
Avenue and Gayfer Avenue. Additional complaints of speeding and excess volume have
been received. The committee discussed the traffic studies the police department
performed. The committee’s determination that speeding was not an issue still stands.
The committee discussed “pinch-points” to reduce vehicle flow again. Richard Johnson
presented how the road striping (“pinch-point”) would look.
The next item on the agenda was the public access area along North Mobile Street at
Perdido Avenue. The committee discussed the complaint that was received. The
committee discussed how there were an excessive amount of “No Parking” signs that
have been placed in the area. The committee discussed that public park and access areas
should be open to the public and not restricted. The committee made a recommendation
to remove the unnecessary “No Parking” signs on a motion by Hunter Simmons,
seconded by Mike Jeffries; none opposed.
The next item on the agenda was the lack of emergency signals at Fire Station #4 on
Parker Road at High Ridge Road. The committee discussed the growth in the area and
provided history that when the fire station was built, it was at a dead-end. Now that the
fire station is on a through street, there is a need for emergency signaling to be installed.
The next item on the agenda was a complaint about the guardrail on Ingleside Avenue
at Fairhope Avenue. There have been multiple incidents of motorists missing the turn
there damaging the guardrail as well as motorists missing the guardrail completely. The
committee discussed the intersection. The committee suggested the guardrail be inspected
and replaced if necessary.
The next item on the agenda was the request for a crosswalk to be installed across
North Section Street in front of the Welcome Center. The committee discussed the
dangers and disruption of traffic flow of mid-road crosswalks. The committee would not
support this request.

Jeremy Lee with Lucia Blue addressed the committee regarding the reflective
pavement markers that have been placed on South Mobile Street between Fels Avenue
and the American Legion. His main complaint is the amount of noise the markers
produce. The committee suggested obtaining a petition from area residents would be
beneficial for the request. Mr. Lee understands the reason for pedestrian and bicycle
safety but wishes for a solution of a quieter marker.
There being no further business to discuss the meeting duly adjourned at 3:25 p.m.
