The City Council met in a Work Session
at 4:30 p.m ., Fairhope Municipal Complex Council Chamber,
161 North Section Street, Fairhope, Alabama 36532,
on Monday, 11 April 2022.
Present were Council President Jimmy Conyers, Councilmembers: Jack
Burrell, and Corey Martin, Mayor Sherry Sullivan, City Attorney Marcus E.
McDowell, and City Clerk Lisa A. Hanks. Councilmembers Jay Robinson and Kevin
Boone were absent.
Council President Jimmy Conyers called the meeting to order at 4:30 p.m. and
announced Agenda Item o. 1 has been pulled.
The following topics were discussed :
• Councilmember Burrell announced the Fairhope Airport Authority meeting will be
held tomorrow .
• Councilmember Martin mentioned the Fairhope Environmental Advisory Board met
last Friday, but he could not make the meeting.
• Council President Conyers stated the Library Board meets next week. He mentioned
their fundraiser held this past weekend on Sunday.
• Planning Director Hunter Simmons addressed the City Council and explained
Agenda Items o. 5, o . 6 , o. 8, No. 10, and No. 11 ; and answered any questions if
needed . Councilmember Martin commented on Agenda Item No. 8 and said he was
concerned with congestion at this location. He said it is a great idea but was
concerned for citizens. Counci lmember Burrell questioned the handicap parking at
tenant space four and five.
Councilmember Martin commented on Agenda Item No. 9 and also said he was
concerned with traffic issues. Mr. Simmons replied we are requesting a right turn
only from Hoyle A venue subject to ALDOT recommendation . Councilmember
Burrell questioned the parcels and lots on the si te plan . Mayor Sullivan said that the
A TRlP grant will fund signalization at Volanta A venue and Greeno Road .
Councilmember Martin said he was concerned with citizens crossing all lanes from
Hoyle Avenue to Dyer Road . Mr. Simmons explained the need to amend the
reso lutions for accepting maintenance for Old Battles Vi ll age Phases 4-A and 4-B.
He stated the bond shou ld be from the "subdivider" for both phases ; and a hold
harmless agreement for Phase 4-A before we accept the rights-of-way .
• Public Works Director Richard Johnson addressed the City Council and explained
Agenda Items No. 14 , No. 19 , No. 20, and No. 21; and answered any questions if
needed. Councilmember Burrell questioned funds from Gas Department Budget and
how this will affect it. City Treasurer I(jm Creech addressed the City Council and
explained the reason for the fund s.

Assistant Gas Superintend ent J eremy Little stated th ere are creek crossings that will
not get don e thi s ye ar. Council Pres ident Co nye rs said we should put it ems like thi s
in Departm ental Budgets ; like a contingency lin e item. Councilmembers Burrell and
Martin agreed with this suggestion . Mayor Sullivan said we cannot put off paving
roads j u st because of road cuts.
• Water and Wastewater Superintendent Jason Lang ley addressed th e City Council and
exp lain ed Agenda Items No. 12 , No. 13 , o. 15, No. 18, and No . 22 ; and answered
any qu es tions if needed. He sa id the add on item for th e agenda is for a temporary
wastewater lift sta tion for Publi x at Highway 104. Mayor Su lli van exp lained that
Agenda Items No . 12 and No. 13 are prelimin ary engineering se rvi ces needed prior to
app lyin g for gran ts for both proj ects.
• Assistant Gas Superintendent Jeremy Little addressed the City Council and explained
Agenda Items No . 16 and o . 17 ; and an wered any questions if needed .
• Mayor Sullivan addresse d th e City Council and exp lained Agenda Items o. 7, No.
23 , and No. 25 ; and answered any questions if needed.
• Council President Co nyers announced Agenda Item No . 24 has been pulled from th e
City Co uncil Agenda.
The Agenda Meeting was held during the Work Session under Department
Head Updates.
There b e ing no further bus iness to come before the City Council, the meeting
was duly adjourned at 5 :55 p.m.
