STATE OF ALABAMA )( COUNTY OF BALDWIN )( Public Meeting on Outsourcing at 10:00 a.m., City Hall , Conference Room , 161 North Section Street, Fairhope, Alabama 36532 , on Monday, 6 December 2010. Present were: Present were Lonnie Mixon , Debbie Quinn, Mike Ford , Mayor Kant, Gregg Mims , Jennifer Fidler, Charlie Smith, Rob Heveran , James Gillespie, Dan Ames , Arthur Bosarge and Lisa Hanks . Others Present were the media and citizens of Fairhope . Lonnie Mixon called the meeting to order at 10:00 a.m. The following topics were discussed: • Outsourcing Mowing/Grass Cutting -Jennifer Fidler discussed three options for outsourcing grass cutting and proposed option 2 which includes all of option one : bush hogging all City right-of-ways and all County right-of-ways currently mown by the City, and all grass mowing on Highway 98 (all of the four lane currently mown by the City); as well as all mowing on Gayfer A venue, Fairhope A v enue, Morphy A venue, Section Street, and South Mobile Street. This will eliminate four positions and the City will keep mowing on residential streets ; and City properties and parks. Several citizens spoke regarding the employees should be the number one consideration for the City -Jim Nix , Vicky Nix Cook, Chris Toney, and Tom Lott. • Landfill Closing -Jennifer Fidler explained the possibility of raising the existing elevation of the landfill which would extend the life of the landfill. Gregg Mims mentioned the need to explain this possible option to the Young Street Community who had the impression the landfill would be closed. Mayor Kant said the landfill was closing due to capacity, an engineer was hired to cap landfill who measured the height; and now states the City could go up another 40 feet which would continue the life of the landfill. Mike Ford said the Public Works Committee would look at this issue . Public Meeting -Outsourcing Monday, 6 December 2010 Page -2- • Garbage Pickup -Mike Ford also stated that the Public Works Committee would look into the monetary savings. Jennifer Fidler stated that twice-a-week garbage cost approximately $618,000 and once-a-week would be approximately $463,000 which is a cost savings of $95,000 a year. Mayor Kant mentioned Daphne saves 22 percent by going to once-a-week garbage and you must look at recycling too such as single source recycling. Lonnie Mixon stated that outsourcing mowing will be recommended to the Council and the Public Works Committee, chaired by Mike Ford, will look at garbage/trash and recycling. There being no further business to come before the City Council, the meeting was duly adjourned at 11 : 12 a.m. Public Works Department Grass mowing for a ll city rights of way November 19 , 20 l 0 Jubilee Landscape placed a bid on the city grass mowing. Their submitted price is much lower than the city can provide this service. There are three options the public works department was asked to consider. We believe option 2 is the best option for the City of Fairhope. This will eliminate four positions on the grass mowing crew. All options are included are enclosed . Option l includes bushhogging all city right s of way and all county rights of way currently mown by the city, and all grass mowing on highway 98 (all of the four lane currently mown by the city). Option 2 includes all of option 1 and all mowing on Gayfer A venue, Fairhope A venue , Morphy A venue, Section Street and South Mobile Street. Option 3 includes all mowing.
