POSTED SIGNATURE STATE OF ALABAMA )( COUNTY OF BALDWIN )( The Five Year Capital Requirements Committee met at 2:00 p .m., City Hall, Delchamps Room, 161 North Section Street, Fairhope, Alabama 36532, on Thursday, 3 June 2010. Present were: Stan Grubin, Chairman Members: John Gutknecht Lonnie Mixon , Dan Stankoski, Mac McCawley and Mayor Kant were absent. Stan Grubin called the meeting to order at 2:00 p.m. He announced that quorum was not present but the meeting will go forward because no decisions will be made, it would only be discussion. Chairman Grubin asked if there were any corrections to the minutes from the 27 May 2010 . Grubin stated he had a correction to Mayor Kant's statement which should read as: 3) the cumulative sales tax reserve should be about 20% -safe limit $4 million. Dan McCrory, Water and Sewer Superintendent, was asked to begin the discussion with the Sewer Department. McCrory read a letter that he sent to Mayor Kant and Gregg Mims recapping the problems and issues with the sewer plant over the past twenty-four (24) months . McCrory stated that his top priorities for the Sewer Department are upgrades to the sewer plant as well as upgrading the sewer lines and manholes . McCrory then discussed the Water Department and its priorities. The city council previously ruled to provide a water tank on the Auburn property by December 2010 , which is top priority. He then went on to state his priorities for each year, including but not limited to new water lines and repainting existing water tanks. Scott Sligh, Electric Department Superintendent, discussed the wants and needs of the electric department. Sligh's priorities lie with upgrading substations and a technology upgrade . Steve Seay, Gas Department Superintendent, discussed the Gas Department's pnont1es. The cast iron replacement of pipes is a "must" to be done , hoping to have all lines replaced within ten (10) years although it is projected at twenty (20) years . Other priorities of the gas department were reported to those present. All superintendents will forward a prioritized list to Gregg Mims, City Administrator and Candace Antinarella, Assistant City Clerk, for all information to be placed in an Excel spreadsheet.
