Rhonda Bishop (HRD); Lonnie Mi xon (Council Rep.) Ernest Roberts (Secy Tmp). 1. Redefining and retitling our job classification system: LH: (re ongoing supervisor training: will have a training schedule out later for a new round of supervisor training.) OT: Recently went to a workshop concerning job definitions and titles, and returned with a different perspective. RB: (Agrees and adds an example.) Changing conditions in this current econ- omy means moving people, sometimes, into different job slots, where current economi c and technical conditions have created a need, but their previous function in City operations is no longer needed. Sometimes it requires moving in LEVELS. LH: Looking at job GROUPS and re-organizing within them is a current strat- egy. RB : (An ex ample) Requirements for an "equipment operator" in one dept. are of a generally the same as in another. [But the implication is here that a real difference in breadth of knowledge or comple x ity of "equipment" is here.] (Discussion of another example occurs but solved by "LEVELS" : amount formal training and amount of ex perience makes the difference between PLANNING TECH I and a PLANNING TECH II.) Another problem with settiing up a full set of job categories/positions is that, at present, a number would be unfilled, since we're 'leaning out' now. DT & LH: Let's go ahead with the job descriptions. We can leave them [unfilled] off the current chart. RB: We don't want to end up with a separate bo x for every individual; they're supposed to be CATEGORIES of individuals. LH: A PROCEDURAL question?? Should we take one group, generate a con- census, and move on? JM: We need job descriptions first -and the simpler the better. RB: Let's meet again in 2 -3 weeks and do GAS and ELECTRIC. [Change subject] LM: We need to get the Personnel Rules before the Council. RB: The Handbook is about ready for the Council. We should look at the P. Handbook in 2 -3 weeks: Thurs. 5/27 9AM. Two issues merit some consideration: 1) Health insurance for part-time people . 2) Special arrangements for weekend on-calls. They must be drug- free and ready. But it's costing us for these 'sit-by's'. Most municipalities pay for 2 -some for 4 -hours. We're paying 16 hours. JM: Some pay a minimum no. of hours IF called plus the hours worked. RB: Donation of sick time has been looked at. [Change subject] RB: A grievance is coming up: an appeal on a termination. Ne xt Tues. 5/18, 9AM. { A discussion follows on procedures for conducting a PB grievance. Who should hear the grievance before the Board does?
