Approval of Minutes for October 25, 2010. 2. Review of cost reduction projects , as follow-up from May 17 City Council Workshop. 3. Review of Nix Center fees. 4 . Recommendation regarding 2011 Safe Routes to School Program grant. Section St., Fairhope, AL.) • Next regular meeting: Monday, December 27, 2010 STATE OF ALABAMA COUNTY OF BALDWIN )( )( The Financial Advisory Committee met at 4:45 p.m., City Hall, Delchamps Room, 161 North Section Street, Fairhope, Alabama 36532, on Monday, 22 November 2010 . Present were: Chuck Zunk, Chairman Members: Mac Mccawley, John Brown, and Mayor Kant. Ex-Officio Members : Debbie Quinn, Dan Stankoski, Lonnie Mixon , Mike Ford, and Rick Kingrea. Stan Grubin and Marvin Wilder were absent Chuck Zunk called the meeting to order at 4:45 p .m . He announced that the first item is to approve the minutes from the October 25, 2010 Financial Advisory Committee meeting. Mac Mccawley moved to approve the minutes from the October 25 , 2010 Fairhope Financial Advisory Committee meeting. Seconded by Rick Kingrea, motion passed unanimously by voice vote. The next item on the agenda was the review of cost reduction projects, as follow-up from May 17, 2010 City Council Work Session. City Administrator Gregg Mims mentioned that Jennifer Fidler, Public Works Director, and Ken Eslava, Assistant Public Works Director, were working on the fleet maintenance program which will be presented in January. Ms. Fidler explained the Grass Mowing bid and only one bid came in which will be presented at the next City Council meeting to award. She also mentioned the trash and garbage ordinances needing modification as well as a decision on possibly going higher with our current landfill. Ms. Fidler stated they were working on the custodial bid which will be put out in approximately four weeks. The "Review of Nix Center fees" was the next item to be discussed. Mike Ford stated that they were losing members due to the increase in fees. Sherry Sullivan, Director of Senior Services, said they were short 40 membership renewals and 10 new memberships as of today. Mr. Ford said the fees increased I 00 percent outside the City limits; and these people volunteer and help the City. Mr. Mixon replied that $25 or $40 is not much for use of the Nix Center. Mr. Zunk mentioned this needed to be vetted in a normal City Council meeting. Financial Advisory Committee Monday, 22 November 2010 Page-2- Ms. Fidler discussed the next agenda item "Recommendation regarding 2011 Safe Routes to School Program grant." Ms. McKean will write the grant for free and the grant is for sidewalks to the elementary school. The grant is for $145,000 and wi ll be refunded 100 percent by the Alabama Department of Transportation ("ALDOT"). Mr. Beasley, Fairhope Elementary School Principal, stated that the school encourages parents to walk to school due to the traffic. This is healthier for students and parents. Mayor Kant commented he did not think we could go wrong with the sidewalks with a grant through ALDOT. After further discussion, Mayor Kant moved to recommend to the City Council the resolution authorizing the sponsorship of an Alabama Department of Transportation "201 1 Safe Routes to School Program." Seconded by Mac Mccawley, motion passed unanimously by voice vote. Mike Ford moved to adjourn the meeting. Seconded by John Brown, motion passed unanimously by voice vote . There being no further business to come before the Financial Advisory Committee, the meeting was duly adjourned at 5:13 p.m.
