The Fairhope Airport Authority met Tuesday, March 16, 2010 , at 4 :30 PM at
the City Administration Building, 161 N. Section Street.
Present: Chuck Zunk, Members: Dan Stankoski, David Bagwell, Attorney,
Rod Platt, Pam Caudill, Joe McEnerney, and Howard Hadley, Absent:
Charlie Bassett and Gregg Mims . Guest: Christopher Baker and Russ
Henderson, Mobile Press Register. Pandora Heathcoe, City Administrative
Assistant took the minutes.
The minutes of the February 17th meeting were considered and duly
approved on motion by 1st David Bagwell, 2 nd by Howard Hadley and
unanimously carried .
Next Meeting -The next monthly meeting was scheduled for Tuesday, April
20th at 4:30 p.m . and duly approved on motion by 1st Rod Platt, 2 nd by David
Bagwell and unanimously carried.
Wetlands Mitigation Bank project -Guest, Christopher Baker spoke .of his
meeting with Craig Martin and Mike Moxey both with Wetland Sciences . In
their meeting Christopher showed them the plat in which the committee
voted upon that has the straight road going through the property. Both
gentlemen voiced their concerns with the wetland bank size and voiced
concerns with the wetlands attracting birds . However, they encouraged
Christopher to go ahead with the application . Christopher said the meeting
went very well and both men were very encouraging .
Christopher also met with Jeremy Milling with White Spunner, an industrial
realtor to discuss the proposed layout. Mr. Milling is going to get back with
Christopher and provide proposed estimated sales figures for the lots that
will be for sale based upon the chosen plat.
East Side Project-The FAA has given positive feedback for the Grant
money. Last year the Grant money totaled approximately $150 ,000, which
was banked . This year should be approximately $158 ,000 in Grant money.
Airport Identifier-It was reported that the FAA has announced that on
March 10, 2011 the airport identifier would officially be changed from 4R4 to
KCQF .
Treasurer's Report -The financial statements fo r February was distributed
to everyone for review. Joe McEnerney announced that all CDs have now
been banked . He also said that the last of the 2004 FAA Grant money has
been received . Also , it was announced that all four T -hangers are vacant
but there is a possible tenant for several of them .

New Business-Howard Hadley discussed his meeting with Congressman
Jo Bonner recently . He discussed Congressman Bonner's suggestion to
contact ADECA and Congressman Bonner's willingness to assist the a i rport
in any way possible .
Addition to the Agenda -Chuck Zunk requested an addition to the agenda
which was duly approved on motion by 1st Pam Caudill , 2nd by Rod Platt and
unanimously carried . The addition to the agenda was to discuss the status
on the TSA Security Plan . Pam Caudill announced that it was still in draft
form ; however she would email all committee members within a week for
the ir review. She also announced that she hopefully plans to meet with
Police Chief Bill Press in two weeks .
Howard Hadley also asked the question has Teledyne started on their plan
yet? Chuck Zunk discussed his plans for a meeting with Mike at Teledyne
to discuss this matter.
Howard Hadley also discussed that Teledyne already has a good camera
system in place and is willing to put a fence with a gate on the property.
There being no further business and was duly approved on motion by 1st
Joe McEnerney, 2 nd by Howard Hadley and unanimously carried ; therefore ,
meeting was duly adjourned at 5 : 15 PM .

Re.: AIP Project in FY 2010
Dear Mr. Zunk:
This fiscal year, we expect to fund the following project at the H. L. (Sonny) Callahan Airport
and are asking that you get started now. Of the $270,350.00 planned for this project in FY
2010, we are currently programming$ 158,073.00, which is the amount currently available under
the Airport Improvement Program (AIP) FY 2010, Program A. While we cannot make a
commitment beyond the Program A amount, we expect Congress will authorize the additional
funds needed for the project before the application date below.

"Taxi into Position and Hold" problems continue to occur throughout the National Airspace
Sy stem. Due to requirement changes to FAA directives and review of the operational need,
effective March 20 , 2006 , "Taxi into Position and Hold" will no longer be used at the MOB
Airport.

SUBJECT: Satellite Airport Procedures for Receipt of Instruments Clearance
CANCELLATION : March 1, 2012
In order to improve service to IFR aircraft requesting clearances from satellite airports located in
the Mobile terminal airspace , this Letter to Airman will review standard procedures.
Several airports located within the Mobile airspace that do not have tower facilities , including:
Bay Minette, St. Elmo, Roy E. Ray, Fairhope and Dauphin Island. There are several options
available to the pilot for obtaining of IFR clearance.
Mobile Approach Control receives IFR clearance information approximately 2 minutes prior to
the aircraft 's proposed departure time. If the weather is such that the pilot can depart VFR and
request this IFR clearance while airborne, normally no delay will exist. Mobile Departure
Control frequencies should be used once airborne ; i.e ., east of Mobile -118 .5 , west of Mobile -
121.0 .
If weather dictates that an aircraft receive a clearance prior to becoming airborne, the following
options are available to the pilot. During normal approach control hours , 6 a.m. -11 p.m.,
clearances may be received by telephoning Mobile Approach Control at (251) 662-6207.
Normally, no delays are experienced, assuming proposal times are accurate and traffic is not a
factor. During times when approach control is not operating, clearances may be obtained thru
Anniston Radio , (800) WX-BRIEF. These clearances are relayed from Houston Center and a
short delay may be experienced due to traffic.
The Fairhope and Jack Edwards airports are situated very close to the Mobile/Pensacola
Approach Control boundary and provide some unique challenges to both the pilots and the
approach controls serving these airports. If you are departing Fairhope airport, a clearance
should be requested with Mobile Approach Control either via telephone or approach frequency
118 .5. Some short delays may be experienced due to coordination that is required between
Mobile and Pensacola Approach Control. A similar situation exists at Trent Lott Airport , which
lies close to the Mobile/Gulfport Approach Control boundary. Aircraft requesting airborne
clearance from Trent Lott should contact Mobile Approach Control on frequency 121.0 .
When receiving your clearance via telephone, a void time will be issued. It is very important
that if the void time cannot be met the pilot contact Mobile Approach Control to advise of
intentions. When a clearance is issued off a satellite airport, no other IFR aircraft are permitted
into the satellite airport until the departure aircraft has been resolved; i.e., either cancelled his
clearance or departed and in radar contact. The same is true for arriving aircraft that are able to
cancel their IFR flight plan. No other aircraft are permitted to depart or arrive until the inbound
aircraft had been resolved.

MOBILE ATCT LETTER TO AIRMAN NUMBER 10-02
SUBJECT: Practice Instrument Approaches at Airports Within the Mobile Approach Control
Airspace
CANCELLATION: March 1, 2012
In continuing with the national policy, VFR practice instrument approaches will be provided
approved separation at the following airports :
1. Mobile Regional (Bates Field)
2. Mobile Downtown
3. Fairhope
4 . Trent Lott International (MS)
5 . Bay Minette
Mobile Approach Control has provided this service in the past and will continue to provide for a
safe and efficient flow of IFR and practice VFR approaches in the Mobile Terminal Area. For
VFR aircraft, approved separation will be provided from the point the aircraft is cleared for the
approach until the time the aircraft is instructed to switch to advisory frequency. After that time,
no further separation services will be provided.
Procedures will be used so that practice approach will not disrupt the flow of arriving and
departing itinerant IFR or VFR aircraft. The priority afforded itinerant aircraft over practice
instrument approaches is not intended to be so rigidly applied that it causes grossly inefficient
application of services. A minimum delay to itinerant traffic may be appropriate to allow an
aircraft practicing an approach to complete the approach.
Authorization for practice approaches is based on workload and may be terminated, as traffic
conditions require . Normally, approaches in progress will not be terminated. Use of vectors to
the final approach course may be used if full approach procedures (procedure turns , etc.) would
disrupt the flow of traffic .
Contact mobile Approach Control on 121.0 or 307.1 MHz if you are west of Mobile or 118.5 or
269.3 MHz if you are east of Mobile for practice approaches at the above indicated airports.
