POSTED clwU!Jtfii I ~ .,a OM SIGNATURE STATE OF ALABAMA )( COUNTY OF BALDWIN )( The Street & Traffic Control Committee met at 1 :00 p.m., City Hall, Delchamps Room, 161 North Section Street, Fairhope, Alabama 36532, on Tuesday, 17 January 2012. Present were: Rick Kingrea, Chairman Members: Lonnie Mixon, Mayor Kant, Gregg Mims, Jonathan Smith, and Bill Press. Lonnie Mixon called the meeting to order at 1 :00 p.m. He announced that the first item is to appoint a Chairman for the Committee. Gregg Mims moved to appoint Rick Kingrea as Chairman of the Committee. Seconded by Bill Press; no one opposed the appointment and the motion passed unanimously. The next item on the agenda was Pedestrian Crossing Signs. Jennifer Fidler said that she was waiting on the painting and striping of the streets before replacing the signs. Some suggestions for placement included in front of Page & Palette, in front of one of the banks, the west side of Magnolia and Bay View, and the Bishop Road area. Charlene Lee suggested the Committee look at buildings with a high degree of use , such as the Post Office. She also mentioned the need for education related to the signs. Debbie Quinn suggested a possible crosswalk at the Satellite Court House. Rick Kingrea suggested that the Girl Scouts look into educating the community as one of their projects. Cory Yonge, Leader of GSSA Troop 8442, replied that this could be a project for one of the Girl Scouts and would address the suggestion. Downtown Parking was the next item discussed. Mayor Kant was asked to briefly give an update. Mayor Kant stated that diagonal parking would be going back as is, but parallel parking is going to be addressed for size of spaces, handicap accessible and signage, and placement of spaces. Rick Kingrea mentioned that Dan Burden said to try a design and if it is not working, try another one. Bill Press said we need to possibly look at doing these in phases and should look at individual streets. Jennifer Fidler presented the Traffic Striping Recommendations prepared by Jonathan Smith and herself for the Committee. Lonnie Mixon suggested that the Police Department review the recommendations and present back to the Council. Rick Kingrea announced that the bikers need to follow the law and stay in the bike lanes. This will also be part of the educational process. Everyone has to buy into this plan for it to work. Bill Press said there will be an enforcement component to this plan. Streets & Traffic Control Committee Tuesday, 17 January 2012 Page -2- Cory Yonge mentioned another possible location for a crosswalk at Oak Street and Section Street. Jennifer Fidler commented that this site was being looked at for a possible crosswalk. After further discussion, Gregg Mims moved for the Committee to take the recommendations and comments from this meeting and bring back Monday night for discussion at the Work Session. Seconded by Lonnie Mixon; no one opposed the appointment and the motion passed unanimously . Mayor Kant suggested that we keep the lanes larger on streets with higher traffic limits. Several mentioned that narrower lanes slow traffic down. Gregg Mims stated that the City had paid for two traffic studies and six elected officials must make the decision. Mike Lucci addressed the Committee regarding Highway 104 and turn lanes. He requested the Committee look at the issue regarding care turning on Scenic 98 to Parker Road in order to get on Highway 98 instead of using Highway 104 which was designed for traffic to get back to Highway 98 after Veterans Drive entrance no longer allowed a left turn. There being no further business to come before the Street & Traffic Control Committee, the meeting was duly adjourned at 2 :00 p.m. The Streets & Traffic Control Committee did not meet again in 2012 , so the minutes have not been officially approved.
