HomeMy WebLinkAbout03-16-2012 Regular MeetingSIGNATURE STATE OF ALABAMA COUNTY OF BALDWIN Personnel Board met at 9:00 a.m., James P. Nix Center, 1 Bayou Drive Fairhope, Alabama 36532 , on Friday, 16 March, 201 2 Present were: Lorenzo Howard , Chairman Members: Beeman Bond, Wayne Griffin, Judy Hale , and Diane Thomas Lonnie Mixon, City Council Liaison, and Pandora Heathcoe, City Human Resource Director The meeting was called to order at 9:00 a.m. Minutes from the February 23 , 2012 were approved . Chairman Howard gave a brief update on the committee and the disciplinary process. He also discussed briefly what should the duties of the Board entail. Lonnie Mixon commented his feelings that the Personnel Board is a need for the employee of the City so they will feel they have an outside objective party to talk to. Lonnie also discussed that Greg Mims, City Administrator had been researching other municipalities and their disciplinary processes and whether they had a Personnel Board or not. Lonnie also mentioned that a meeting was scheduled for February 28 th to discuss those findings . In this meeting it would be discussed who would have the final decision in the termination process and that the U .S. Supreme Court ruling does state that this action falls to the Mayor. Lonnie stated the City of Fairhope need to abide by the law and feels all disciplinary hearings should be open to the public. Chairman Howard suggested that the Board should have a place for comments when rendering a decision at each disciplinary hearing. Chairman Howard brought up the subject of training in the future for department heads in the various issues such as safety , EEO policies , etc and Beeman Bond concurred. Chairman Howard and Diane Thomas would like to see job appraisals and the evaluation process fine tuned and implemented more with the employees. Judy Hale brought up the fact that safety training needs to be discussed, implemented and reported in quarterly meetings with all department heads . Diane Thomas stated it was great to be on this Board and how she has been enlightened as to the pay grades, job requirements and working on the compensation study with the various department heads has been very informative. She would like to see the job appraisals and evaluations used by management to motivate the employees in his or her job. Chairman Howard, Diane Thomas and Lonnie Mixon all agreed the City needs to designate a Safety Coordinator who works very closely with Human Resources and the focus of safety training is very important. The last item discussed was some of the suggestions or issues employees have brought to the attention of the Human Resource Department and how those issues can be addressed. Chairman Howard suggested the meeting be adjorned and Diane Thomas seconded the motion. The next regularly scheduled Personnel Board meeting will be held Friday, April 20, 2012 at 9:00 AM in the Delchan1ps Room of City Hall. There being no further business, the meeting was adjourned at 9:50 AM.
