Personnel Board met at 9:00 a.m.,
Civic Center-Delchamps Room,
161 North Section Street, Alabama 36532 , on Friday, 25 May, 2012
Present were:
Lorenzo Howard, Chairman
Members: Beeman Bond, Wayne Griffin, Judy Hale, and Diane Thomas, and Pandora Heathcoe,
City Human Resource Director. Lonnie Mixon, City Council Liaison was absent.
The meeting was called to order at 9:00 a.m.
Minutes from the March 16 , 2012 were approved.
Chairman Howard gave a brief update on the committee and the progress of the compensation
study . He stated the study is very close to completion and said the study began with the job
evaluation process which entails job descriptions and job structures. He stated that Evergreen
Solutions will hopefully present the final results to Mayor Timothy M. Kant and Lonnie Mixon,
City Council President with a week to ten ( 10) days. He also stated that many City employees
feel there will be a large pay increase based upon this study and that is not the case.
Diane Thomas also gave a brief update concerning the study and stated this is certainly a
management tool. The implementation will require training for the Council, the Mayor, and all
department heads making communication the number one priority .. From the study, all City job
classifications will be assigned a grade and a corresponding pay range which will guide
compensation practices and decisions.
Chairman Howard reported there is an informal meeting with Mayor Timothy Kant, Lonnie
Mixon and Chairman Howard next week to continue the discussion of the purpose of the
Personnel Board and their role in the disciplinary process.
An open discussion amongst all Personnel Board members concerning the issue of safety and
Pandora Heathcoe, Human Resources stated that she had met with Gregg Mims and Mayor Kant
to discuss the creation of an official Safety Committee. Chairman Howard, Diane Thomas and
Lonnie Mixon all agreed the City needs to designate a Safety Coordinator who works very
closely with Human Resources and the focus of safety training is very important.
Diane Thomas stated it was great to be on this Board and how she has been enlightened as to the
pay grades , job requirements and working on the compensation study with the various
department heads has been very informative. She would like to see the job appraisals and
evaluations used by management to motivate the employees in his or her job.
Beeman Bond suggested the meeting be adjourned and Judy Hale seconded the motion.
The next regularly scheduled Personnel Board meeting will be held Friday, June 15, 2012 at 9:00
AM in the Delchamps Room of City Hall.
There being no further business, the meeting was adjourned at 9 :50 AM.
