Section St., Fairhope, AL.) • Next regular meeting: Monday, February 27 ,2 01 2 L - STATE OF ALABAMA COUNTY OF BALDWIN )( )( The Financial Advisory Committee met at 4:45 p.m., City Hall , Delchamps Room , 161 North Section Street, Fairhope, Alabama 36532, on Monday, 23 January 201 2. Present were: Chuck Zunk , Chairman Members: Stan Grubin , Mac McCaw ley, Marvin Wilder, John Brown , and Bob Ri ggs. Ex-Officio Members: Debbie Quinn , Dan Stankoski, Lonnie Mixon , and Mike Ford. Mayor Kant and Rick Kingrea were absent. Chuck Zunk call ed the me etin g to order at 4:45 p.m. He announ ced that the first item is to approve the minutes from the D ecember 27 , 20 11 Financ ia l Advisory Committee meeting . Chairman Zunk asked if there were any corrections to the minutes from the Decemb er 27 , 20 11 Financial Advisory Committee m eetin g. He then stated if there are no co rre ct ion s, th e minutes stand approved as written . The next item on the agenda was the Request for So lid Waste Equipment to qualify for ADEM Grant for recycling. Jennifer Fidler mentioned that this item was in her 5-year plan and in 2013 two trucks wo uld be replaced with auto rec ycling trucks for co- mingling. The ADEM grant is due for March and we need a pp roval to move forward w ith grant for th e fiscal year en din g 2013 . Chairman Zunk briefly went throu gh the process explaining that al l recycling wo uld be in one container; and the ADEM grant is to help w ith the cost of the co ntainers . The City needs to apply for an RFQ for the trucks. After further discussion, Marvin Wilder mo ved to recommend to the City Council the request for an RFQ for Solid Waste Equipment to Qualify for A D EM Grant for Rec yc ling. Seconded by Stan Grubin , motion passed unanimou s ly by voice vote. Davi d Stejskal , P.E. wi th CH2MHILL presented th e Water System Report wh ich was titled "Water Di stribution Model and Rock Creek Di stributi on System Hydraulic Analysis." This is the water system s id e of Phase One w ith the following objectives: develop wat er sys tem demand proj ect ion s for use in overall water system co mprehens ive plan ; de ve lop a stea d y-state hydrauli c mod e l of the City 's water di stributio n sys tem; and analyze the Rock Creek subdivi s ion to determine the cause and resolution to th e iso late d low water pressure. Several alternatives were presented w ith Alternative "A" bein g recommended for Ro ck Creek w ith a construction cost of $1.6 million . Financial Advisory Committee Monday, 23 January 2012 Page-2- Gregg Mims mentioned that if the City goes with Alternative "A" we would have to re- negotiate the contract with Auburn University and possibly have to retain the site. There being no further business to come before the Financial Advi s ory Committee, the meeting was duly adjourned at 5 :20 p .m .
