Section St., Fairhope, AL.) • Next regular meeting: Tuesday , Jul y 17 , 2012 Minutes of the Fairhope Airport Authority June 19, 2012 The Fairhope Airport Authority met Tuesday, June 19, 2012, at 4:30 PM in the Delchamps Room, City Administration Building, 161 N. Section Street. 235 Present: Chuck Zunk, Chairman. Members: Rod Platt, Pam Caudill, Joe McEnerney, Dan Stankoski Howard Hadley, and Charlie Bassett (arrived at 4 :35 p.m.); City Administrator Gregg Mims; David Bagwell, Attorney. Gayle Fogarty, City Executive Assistant took the minutes. The minutes of the May 15 meeting were considered and approved on a motion 1st by Pam Caudill, 2nd by Howard Hadley and unanimously carried. Update on 2011 AIP Project for West Side -Chairman Zunk reported that the beacon is installed and is working properly. Chairman Zunk added that one more reconciliation draw will be done to finalize payment on this project. An onsite inspection has been completed, although ALDOT is sixty days past due for reimbursement to the Airport Authority. Update on 2012 AIP Project for East Side -A preliminary environmental assessment is underway and will be completed by Volkert. Once next year's grant money is available, construction will begin. Chairman Zunk added that the contract for the Engineer Of Record is being reviewed by Volkert and will be returned soon, for final review by the Airport Authority. Discussion of FAA funding policy changes -Chairman Zunk recently meet with the FFA Manger from Jackson, MS. The FFA office in Jackson has received official notification that the FAA funding bill is being converted to a multi-year commitment bill. The funding for 2012 is on a short cycle. Chairman Zunk reported that no funding will be provided until proper training for FAA staff is in place for multi-year funding. Facility uparades and maintenance of Public Safety Hangar -Howard Hadley reported that he is not sure where Ken Eslava Is on this project. He stated that the insulation looks good . Facility upgrades and maintenance of FBO main buildings -Howard Hadley stated that they are waiting for a thunderstorm to see how the roofs hold up. Chairman Zunk added that he and Howard have met with Continental and laid the ground rules to renegotiation early on the FBO contract. In the discussion, Chairman Zunk stated that if an early renegotiation Is done then everything will be open for renegotiation, including rates . FY2013 Budget discussion -Chairman Zunk stated that he and Rod Platt are working on the fina l details of a presentation (five year recap) to present at the city council work session , on Monday, June 25 at 5:15 p.m. Budgeted vs . spent in the last three years has been near flat from year to year (about $430,000), excluding the grants. He added that the same budget submitted for 2012 will be subm itted 236 for 2013, plus funds for 2013 principal payments due in March of 2013, requiring an additional request of $240,000 for upcoming budget. Treasure's Report-Chairman Zunk reported that a financial statement was sent to all members prior to the meeting. The average operating fund showed that the start of the year was at about $100,000, the revenue and expenses do not match up monthly, as they do not occur at the same time each month, quarter, or six-month period . Chairman Zunk stated that he expects to be on budget at the end of the year. New Business -Chairman Zunk requested Howard Hadley work with Kyle to replace the windsock, or order another one, if needed . her business, the meeting was adjourned by acclamation at 4 :55 p .m .
