Golf Debt-Rose Fogarty STATE OF ALABAMA )( COUNTY OF BALDWIN )( The Mayor and City Council, met in a Work Session at 4:45 p.m., City Hall, Delchamps Room, 161 North Section Street, Fairhope, Alabama 36532, on Monday, 12 October 2009. Present were: Council President, Debbie Quinn Councilmember, Dan Stankoski Councilmember, Lonnie Mixon Councilmember, Mike Ford Councilmember, Rick Kingrea City Attorney, Marion E. Wynne Recording Secretary, Emily Boyett Mayor, Timothy M. Kant and City Clerk, Lisa A. Hanks were absent. Council President Quinn called the meeting to order at 4:45 p.m. 1. Alabama Department of Transportation (ALDOT) Vince Calmetti, ALDOT 9th Division Engineer, gave an update on several projects. State Highway 181 -This project is to widen Hwy. 181 to a five lane divided highway from US 90 to US 98 and has four phases with the first phase under construction. Winn Dixie Detention Pond-This detention area takes water from US 98 (Greeno Road) and is in need of repair. ALDOT has met with the City on-site and they are working on a solution. I-10 Overpass at Highway 13 -The first phase was Highway 181 Bike Lanes; ALDOT is working on a policy to be implemented that will add lanes to the work orders. We are hopeful that these lanes will work out. Mr. Calmetti thanked Smartcoast and the City for working with ALDOT on this issue. This phase was approved in March 2009 and the environmental assessment has been done. However, four tracks still need to be purchased for the project. Work Session Monday, 12 October 2009 Page-2- County Road 83 -ALDOT has not chosen a route at this time and are looking for a route on the eastern side of the county. ALDOT will hold a public hearing but a date has not been set at this time. Gregg Mims , City Administrator, added that this is an item on tonight's Council agenda and he will be recommending the Council pull it from the agenda and table it until further work has been done. 2. Complete Streets Jonathan Smith, Planning and Building Director, gave a brief update on the Complete Streets Policy . He stated the Planning Commission adopted the following policy at the September 8, 2009 Planning Commission meeting. "Whereas the City of Fairhope supports construction of streets to enable safe access for all users , including motorists, pedestrians , bicyclists, and pubic transportation, the City of Fairhope will consider these practices when undertaking construction, reconstruction and repair of our roadways." Jane Finger, Smartcoast, stated she hoped Fairhope would start these policies and other municipalities and counties would follow . Charlene Lee , Smartcoast, said Fairhope would be the first city in Alabama to pass a policy like this. Wendy Allen , Smartcoast, added that this policy would add features to the rest of Fairhope that Downtown already has. 3. Fire Department Gregg Mims, City Administrator, discussed the proposed contract for the Fairhope Volunteer Fire Station and City and noted a few changes to be made. There was discussion on limiting the jurisdiction to only City limits and the use of Impact Fees. Work Session Monday , 12 October 2009 Page -3- 4. GolfDebt Rose Fogarty, Finance Manager, explained there is debt owed to the Electric Fund from the Golf Fund that needs to be reconciled. The Golf Fund has now been combined into the General Fund and the Council can chose to forgive the debt or pay the debt from the General Fund. Councilman Mixon stated this is only on paper and he would recommend forgiving the debt and starting clean. President Quinn said she would add this item to the Council agenda.
