The City Council met in a Public Participation Meeting
at 5:00 p.m., Fairhope Municipal Complex Council Chamber,
161 North Section Street, Fairhope, Alabama 36532, on
Monday, 14 February 2011.
Present were:
Present were Council President Lonnie L. Mixon , Councilmembers: Debbie W .
Quinn, Daniel Stankoski (arrived at 5 :19 p.m.), Michael A . Ford, and Rick Kingrea ,
Mayor Timothy M . Kant (arrived at 5:21 p.m.), and City Clerk Lisa A. Hanks . City
Attorney Marion E. Wynne was absent.
Council President Mixon called the meeting to order at 5:00 p.m. and explained the main
reason behind this meeting was to be informed .
1. Paul Ripp , 22985 High Ridge Road, addressed the City Council and briefly stated his
problem with the BP Oil Spill and its proce ss for awarding the bid to Pittman Tractor.
The City Council was not aware of Oil Recovery's initial quote. He said the Council
must have received money.
Council President Mixon asked if this information had been sent to the Attorney General.
Mr. Ripp replied it was sent to several other entities and said the Council should give
serious consideration with all of this BP Oil bid.
Councilmember Ford commented Mr. Ripp sent this to the Ethics Commission and they
said it was laughable. Mr. Ripp replied the document was attested to by two County
employees. He said there may be a problem wi th Bob James' contract for the debris
cleanup.
2. Sarah Harris , 27655 Jenkins Lane, Daphne, Alabama, addressed the City Council and
explained the need for the Senate Bill 2 to be passed by the Alabama Legislative. She
discussed the Act 2 Coalition and the need to support the initiative for passing the
Property Insurance Clarity Act. She commented on the low income , specificall y the
elderly, whose insurance used to be approximately $850 to $900 per year and now pays
200 to 600 percent more each year. We are the victims; Baldwin County and Mobile
County. Insurance companies are not writing insurance , so people are leaving.

Councilmember Kingrea asked; what information will this bill bring forth. Ms. Harris
replied models for insurance premiums; at this time we are not privy to the data. She
stated that Northern Alabama has 52 tornadoes annually and Birmingham is located on a
fault line for earthquakes. Every 10 to 11 years we have a hurricane. Insurance will not
increase in Northern Alabama.
Councilmember Quinn read the synopsis of Senate Bill 2 and mentioned that Senators
Ben Brooks and Tripp Pittman as well as State Representative Faust have promoted this
bill.
Mayor Kant stated this has been done in other states and no one will tell us why they
won't do this in Alabama. We need to do anything to bring attention for this bill.
There being no further business to come before the City Council , the meeting was
duly adjourned at 5:30 p.m.
