Section St., Fairhope, AL • Approval of Minutes for January 5, 2010 meeting • Further discussion of twice a week to once a week garbage service • Further discussion to raise garbage rates to cover costs • New business Schedule Of Future Meetings • Next regular meeting: TBA • STATE OF ALABAMA )( COUNTY OF BALDWIN )( The Garbage Advisory Committee met at 2:00 p .m., City Hall, Conference Room, 161 North Section Street, Fairhope, Alabama 36532 , on Thursday , 27 January 2011. Present were: Mike Ford, Chairman Members: Jennifer Fidler and Charlie Smith. Also present were Seren Ainsworth and Frank Sutton from Allied Waste Company. Ron Heveran, Mark Stejskal, Holly Blosser, and Stan McCord were absent. Mike Ford called the meeting to order at 2:00 p.m. and stated the purpose of the meeting was to study once-a-week vs . twice-a-week garbage. The first item on the agenda was the discussion for one-a-week vs. twice-a-week garbage. All-in-one garbage was mentioned as well as the cost to remain at twice-a- week garbage. Mr. Smith stated that no matter if it is once-a-week or twice-a-week, we need to cover our costs. Jennifer stated that many of the citizens of Fairhope are elderly and on a fixed income which is a large concern. Jennifer Fidler provided a garbage cost comparison handout which compared the City of Foley, the City of Daphne , and the Township of Silverhill. This comparison consisted of the number of households per town/city, whether their services were city operated or contracted the monthly cost, times of garbage service per week, any regulations, times of trash service per week, regulations for the trash, times of recycling services per week, and the recycling regulations. Jennifer stated that the cost to the City is $16.96 for trash, and $10.83 for garbage/recycling. Jennifer stated that Butch Bledsole from the City of Foley is trying to push for a one day a week service for both garbage and recycling. He also told Jennifer that he has placed quite a few containers out for recycling. Mr. Seren Ainsworth and Mr. Frank Sutton, from Allied Waste Company (AWS) spoke up and offered several ways that Allied Waste processes garbage, trash, and recycling for both residential and commercial. Mr. Sutton reported that at this time, all bio-fuels are going to plants close to the Montgomery and Selma area. Charlie Smith asked if AWS picks up limbs (yard waste) and Mr. Sutton replied "no, not at this time." Garbage Advisory Committee Monday, 5 January 2011 Page-2- Mr. Sutton reported that A WS takes all single streams (recycling) to a facility that then separates all the recycling. When asked by Charlie Smith, Mr. Sutton stated that aluminum is in the mix of the recycling; however they are charged one price per stream which is approximately a low of $20-$25/ton and a high of $50-$60/ton. Jennifer Fidler reported that of the waste, 60% -70% of the households in Fairhope are recycling. She also reported that the recycling cost to the city is $6.00. Mr. Sutton responded by saying that by the city doing the sorting themselves, it will raise the potential for more worker compensation claims. Chairman Mike Ford suggested that the City should research the issue more and relock at the options of outsourcing versus doing everything in house. He said that the City might need to look at amending the ordinance. He stated that the days of service really need to be figured out and also should trash be included in the bid also. Jennifer Fidler stated that when looking at the option of outsourcing this service, the City should keep in mind how the employees are floated by department after parades, hurricanes , and special events. The next item on the agenda, to raise garbage rates to cover costs, was not discussed. An email from Mark Stejskal, which had been submitted on January 10, 2011 to Lisa Hanks, City Clerk to be included in the meeting, was not read nor discussed by the members.
