Section St., Fairhope, AL.) • Next regular meeting : Monday , June 27 , 20 11 STA TE OF ALABAMA COUNTY OF BALDWIN )( )( The Financial Advisory Committee met at 4:45 p .m ., City Hall, Delchamps Room , 161 North Section Street, Fairhope , Alabama 36532 , on Monday, 23 May 2011. Present were: Chuck Zunk, Chairman Members: Stan Grubin, Mac McCawley, Marv in Wilder, and John Brown , Ex-Officio Members: Mayor Kant , Debbie Quinn , Dan Stankoski , Lonnie Mi x on , Mike Ford , and Rick Kingrea. Chuck Zunk called the meeting to order at 4:45 p.m. He announced that the first item 1s to approve the minutes from the April 25 , 2011 Financial Advisory Committee meeting. Stan Grubin moved to approve the minutes from the April 25 , 2011 Fairhope Financial Advisory Committee meeting. Seconded by Marvin Wilder, motion passed unanimously by voice vote. The next item on the agenda was the Discussion of the Fairhope Veterans Memorial. Joe Birindelli, Co-Chair of the Fairhope Veterans Memorial Committee, explained the need for paying the sculptor his last two payments which are estimated at $58 ,000 ; and a total of $110,000 to complete the project. Mr. Zunk raised a point of order and stated the Financial Advisory Committee asse sses the financial side and the City Council sets priorities. Mayor Kant moved to recommend to the City Council to authorize the immediate payment of $58 ,000 of the $110,000 for the Fairhope Veterans Memorial. The funds will come from the balance of bond monie s in the Capital Projects Fund . The immediate funds ($58 ,000) will go towards the last payments to the sculptor to cast the monument in bronze and the remaining funds will be requested at a later date if needed. Seconded by John Brown, motion passed unanimously by voice vote. Mr. Zunk mentioned that Agenda Item Number 3 has been pulled at the request of the Fairhope Police Department. The Discussion of Garbage Trucks was discussed next ; please s ee attached the Vehicle Repair Cost Summary presented by Jennifer Fidler, Public Works Director. Jennifer Fidler, Arthur Bosarge, and Dale Linder briefly went over the options presented to the Financial Advisory Committee. Ms. Fidler said that Option D was her recommendation : Phased Approach with Option B & C . Financial Advisory Committee Monday, 23 May 2011 Page-2- Mr. Zunk said he had met with Jennifer , Arthur, and Dale; Option A would take at least two months to refurbish each one and Option B would be better: Purchase three new chassis and refurbish three garbage bodies . Mr. Bosarge explained the life cycle of the trucks is five years and then refurbish. He also mentioned a maintenance program ha s already been implemented . Mayor Kant stated we usually replace every fi ve years and citizens expect great service. Gregg Mims said at this point we need to do something because these trucks spend more time being parked than being used. The RFQ for garbage, trash , and recycling was brought up again. Mr. Gillespie said there is $9 00 ,000 to outs ource in the budget ; it would take another four to five months to ge t RFQ results . Lonnie Mixon stated to proceed with RFQ to get these numbers. Mr. Gillespie suggested going with Option B. After further discu ssion , Mayor Kant moved to recommend to the City Council to give consideration for Option B and future consideration to Option D. As you know, in 2006 we began raising funds for the construction of th is beautiful and moving tribute , which will be located on the bluff overlooking the municipal pier and rose garden in Fairhope. This will be a permanent tribute to all veterans of all wars and their families . In keeping with the unique characte r of Fairhope , this memorial will be the only one in the country that also honors the families of veterans . The total cost for the Memorial , including installation, is $250,000 . We have conducted many fundraising events and received donations from a wide va ri ety of individuals, organizations , and businesses , but we need $110 ,000 to complete the project. As you know, in 2006 we began raising funds for the construction of this beautiful and moving tribute, which will be located on the bluff overlooking the municipal pier and rose garden in Fairhope. This will be a permanent tribute to all veterans of all wars and their families . In keeping with the unique character of Fairhope, this memorial will be the only one in the country that also honors the families of veterans. The total cost for the Memorial, including installation , is $250,000 . The committee, comprised of local resi dents, veterans, service organizations and municipal government representatives, was formed in 2004 to develop this beautiful and moving project. A woman stands on a black granite disk atop an illuminated glass column. She cradles a folded flag to her chest with the field of stars toward the heavens. Her head is bowed in honor of a fallen soldier who has made the ultimate sacrifice for our country. Through the sorrow, her strength and pride are evident in her posture as she continues to move forward. On an adjoining white marble disk are a soldier and a young boy. The soldier is on one knee: pride and joy evident in his expression as he passes the United States flag to the child. The boy is fully supported by the strength of the soldier's arm. He shows complete confidence and pride in e soldier as he embraces him; is head resting on the soldier's shoulder and his arm wrapped lovingly around the soldier's back. The disk on which they stand is atop an illuminated glass column that is slightly higher than the other and overlaps it creating a vesica, or tear shape, symbolizing heaven and earth. Water flows from the white marble disk onto the black granite disk and into the encircling figure-e~t ~l representing infinity. The walls of the pool provide seating for reflection and contemplation. Engraved in the wall surrounding the woman are the words "on behalf of a grateful nation". On the wall surrounding the soldier and boy are engraved the names of the five branches of service -Army, Navy, Marine Corps, Air Force and Coast Guard It is our hope that all those who visit this memorial will find peace solace and a renewed pride and appreciation for our honored veterans and their families.
