The Financial Advisory Committee met at 4:45 p.m.,
Ci ty Hall , Delchamps Room , 161 North Section Street ,
Fairhope , Alabama 36532 , on Thursda y, 30 June 20 11 .
Present were:
Chuck Zunk, Chairman
Members: Stan Grubin , Mac Mccawley, Marvin Wilder, and John Brown,
Ex-Officio Members: Debbie Quinn , Dan Stankoski, Lonnie Mixon , and Mike Ford.
Mayor Kant and Ri ck Kingrea were a bse nt.
C hu ck Zunk called the me etin g to order at 4:45 p.m . He announ ced that th e first item
is to approve the minutes from the May 23, 201 1 Finan c ial A dv isory Committ ee meeting.
Marvin Wilder mo ved to approve the minutes from th e May 23 , 20 11 Fairhop e F in anc ial
Advisory Committee meeting. Seconded by Stan Grubin , motion p assed unanimously by
voice vote .
The next item on the agenda was the Di scussio n for the u se of CNG to powe r c it y
ve hicl es. Marvin Wilder sa id that the Poli ce vehicles we re re mo ved from the cost of
co n vers ion because of the need for trunk sp ace and acceleration. The total cost for 3 1
ve hicles and a CNG station for 30 to 40 v ehicles wo uld be approximately $483 ,000.
There is no economic justification to do this . Mr. Wilder mention ed they looked into
propane conversions , but there was not enough sav in gs for this typ e either. Scott S li gh,
Electric Superintendent, briefly explained the hybrid truck he has in his department. The
bucket on the truck runs off of batteries and was used in Guntersville for four da ys
w ithout chargin g it. The hybrid has cut th e idlin g time of the truck in half. The noi se is
much les s and the cost for this type of truck is approx imate ly $13 ,000 more than a regular
bucket tru ck. C hu ck Zunk th ank ed th e CNG committee an d asked Mr. W ild er to name
the members: Steve Seay, Jim Horner, Mac Mccawley, Ron Heveran , and Marvi n
Wi ld er (C hai 1man).
Scott Sligh briefly ex plained the Reso luti on for En ergy Efficiency and Con servation
Block Grant Submittal. This grant application is for 80 LED stre et lights in the Centra l
Business District and the Fairhope Muni c ip al Pier area . Mac Mccawley mo ve d to
recommend to th e City Co un ci l the approva l of the reso luti on mentioned above .
Seconded by Marv in Wi lder , motion pa ssed unanimou s ly by vo ice vote .

Another round of federal stimulus monies has been made available for energy efficiency projects. We have decided to
submit another application to the ADECA for LED street lights (as opposed to traffic lights) this time. This cover letter is
a draft of what we are proposing to submit. The highlights are that we will contribute almost $10,000 in labor and
equipment and the grant would supply us approximately $62,000 in materials. There is no match, other than our in-kind
labor contribution. Wt1en I submitted my proposed expense budget to Rose, I included rnonies for the purchase of the se
lights. Once we procure and pay for the lights, we would be reimbursed 100% for our material outlay.
By way of this email, I am asking that you consider placing this on next weeks' FAC meeting agenda for consideration
and approval and that the City Council would subsequently vote to fund this project. We would copy the resolution and
include it as part of the grant application. Last year, we applied for our grant in August, it was awarded in February, and
the funds expended in October. I would expect this to follow a similar time frame for awarding but the installation and
expenditure could come as early as April or May 2012.

RE: Energy Efficiency and Conservation Block Grant Submittal-Solicitation III
Dear Ms . Adams,
Please find enclosed copies of the Advanced Lighting Retrofits Grant Application to fund
the replacement of eighty (80) City of Fairhope street lights with energy-efficient light
emitting diodes (LED) lighting technology. A total of $71,500 is required to finance this
project. The City of Fairhope is contributing $9,500 dollars worth of in kind labor and
equipment to the project. The City of Fairhope is pleased to submit for another energy
savings project and considers energy savings and the reduction of carbon emissions a
vital step toward a sustainable future. With the economic down tum, this is a project that
would not be undertaken at this time without the assistance of grant funding.
The City of Fairhope participated in the Solicitation I Energy Efficiency and
Conservation Block Grant Submittal for replacing our traffic signals with LED
technology. The resulting monthly energy savings to the City of Fairhope was 27.308
Mwh as calculated with Department of Energy (DOE) calculators . Using the same
calculators, CO2 equivalent emissions were reduced by 20.691 tonnes. Actual field
measurements taken saved over $7 ,000 in electricity costs to the City annually . We
believe the work under this third solicitation would result in a reduction of carbon
emissions and electricity usage very close to the numbers quoted above and would
represent a cost savings of approximately 67% or over $4,000 annually. I, as Mayor,
am authorized to bind the offer presented in this letter and accompanying proposal. The
City Council has expressed a keen interest in energy savings projects and is aware this
grant is being submitted . The City will forward the City Council resolution associated
with this application as soon as possible. The City Electrical Superintendent will play a
vital role in this project, contributing his time and the time of his personnel , to replacing
these units.
