HomeMy WebLinkAbout09-16-2019 City Council Special Budget Work Session Meeting MinutesSTATE OF ALABAMA ) ( COUNTY OF BALDWIN ) ( The City Council met in a Special Budget Work Session at 4:00 p.m., Fairhope Municipal Complex Council Chamber, 161 North Section Street, Fairhope, Alabama 36532, on Monday, 16 September 2019. Present were Council President Jack Burrell, Councilmembers: Jay Robinson and Robert Brown, Mayor Karin Wilson, and Revenue Manager Jennifer Olmstead. Councilmembers Jimmy Conyers and Kevin Boone, City Attorney Marcus E. McDowell and City Clerk Lisa A. Hanks were absent. Council President Burrell called the meeting to order at 4:09 p.m. The following topics were discussed: 1. Budget Discussion - Electric Department. Electric Superintendent Mike Allison reviewed the proposed department budget. Treasurer Kim Creech is concerned about the amount of reserves set aside in the utility funds. Council President would like for the levclization rider, approximately $900,000 to be included in the revenue for the department. Councilmcmber Brown questioned the increase of sale of electric. Mr. Allison explained that even though our service area is not capable of growth, our service load is growing. 2. Budget Discussion - Natural Gas Department. Gas Superintendent Terry Holman reviewed the proposed department budget. Mr. Holman provided a departmental organization chart showing the proposed growth of the department over the next two years. Mr. Holman explained the need for a larger tractor as well as a flatbed trailer. Council President inquired about the growth of expenses. Mr. Holman explained that the majority of the increase of cost is coming from compliance requirements that had been looked over in the past. Council President Burrell asked for a listing of Capital Purchases from prior years for comparison. Councilmcmber Brown stated that he is working on a chart to show the revenue trends over the projected expense trends for comparison.
