HomeMy WebLinkAbout09-11-2019 City Council Special Budget Work Session Meeting MinutesSTATE OF ALABAMA ) ( COUNTY OF BALDWIN ) ( The City Council met in a Special Budget Work Session at 4:00 p.m., Fairhope Municipal Complex Council Chamber, 161 North Section Street, Fairhope, Alabama 36532, on Monday, 11 September 2019. Present were Council President Jack Burrell, Councilmembers: Jimmy Conyers, Robert Brown, and Kevin Boone, Mayor Karin Wilson, and Revenue Manager Jennifer Olmstead. Councilmember Jay Robinson, City Attorney Marcus E. McDowell and City Clerk Lisa A. Hanks were absent. Council President Burrell called the meeting to order at 4:08 p.m. The following topics were discussed: 1. Budget Discussion - Police. Police Chief Stephanie Hollinghead and Finance Director Jill Cabaniss reviewed the proposed budget. Chief Hollinghead discussed the proposed additional positions and the need for fleet upgrades due to age of units. Council discussed the Police Jurisdiction. After further discussion, the council had no edits, but would leave open for further review. 2. Budget Discussion - Information Technology. Information Technology Director Jeff Montgomery and IT System Administrator Sean Spratlin reviewed the proposed budget. Mr. Montgomery provided a departmental organizational chart and reviewed additional requested positions and promotions. Council broke for a break at 5:25 p.m. Meeting reconvened at 5:30 p.m. Mr. Montgomery continued review of the budgetary needs for the entire city that pertains to information technology, computer expense and phone expense. After further discussion, there were no edits. 3. Budget Discussion - Library Appropriations. Library Director Tamara Dean reviewed her request for appropriations. After discussion, council had no edits. Fire Chief Chris Ellis and Emergency Management Coordinator John Saraceno reviewed the request for appropriations. Council President questioned why the line for capital purchases was so low. Chief Ellis explained that they had requested two fire trucks in excess of a million dollars but both had been removed. After further discussion. Council added $331,000 to help assist with the purchase of a fire truck.
