The City Council met in a Work Session at 4:30 p.m.,
Delchamps Room, 161 North Section Street,
161 North Section Street, Fairhope, Alabama 36532, on
Thursday, 23 February 2017.
Present were Council President Jack Burrell, Councilmembers: Jay Robinson,
Jimmy Conyers, Robert Brown, and Kevin Boone, Mayor Karin Wilson, City
Attorney Marion E. Wynne, and City Clerk Lisa A. Hanks.
Council President Burrell called the meeting to order at 4:38 p.m.
The following topics were discussed:
• The first item on the agenda discussed was the 2016 Comprehensive Annual
Financial Report. LeeAnn May of Hartmann, Blackmon and Kilgore addressed the
City Council and briefly went over the Comprehensive Annual Financial Report
"CAFR" for the year ending September 30, 2016. Ms. May thanked the Mayor and
City Councilmembers for allowing "HBK" to perform the audit. She also thanked
the Treasury and Finance Departments for all of their help throughout the
engagement. Ms. May stated the City is receiving an "Unmodified Opinion" which is
the highest level to achieve.
• Councilmember Brown requested a Moratorium Update from the Department Heads.
Public Works Director Jennifer Fidler said the scope of work has been prepared for
the Drainage Study, but it will be done for each watershed with recommended
corrections. Mayor Wilson commented a Comprehensive Land Use for Stormwater
Management has been submitted through the portal for Restore Act funds.
Councilmember Boone asked if there is a priority for the watersheds. Ms. Fidler
replied Tatumville first. Stacks second, and then Cowpen. She also mentioned the
bridge in Rock Creek and the issues.
Planning Director Wayne Dyess said his department are review plans and studies;
and have begun drafting amendments to the Zoning Ordinance. He said there will be
a "Public Hearing" at the Planning Commission meeting and then one at the City
Council meeting. Council President Burrell suggested a possible Special Meeting to
go over the amendments before moving forward.
Water and Sewer Superintendent Dan McCrory said we met and scaled back for the
scope of work for the Water and Sewer Study due to cost. Mayor Wilson said we
sent back for just specific lift stations and evaluate the cost for infrastructure. Mr.
McCrory commented we need to maximize our dollars. Mayor Wilson said we need
to correct our main issues.
• Councilmember Boone said the Personnel Board met that morning and discussed the
Compensation Study and safety issues with employees.
