The City Council met in a Work Session at 4:30 p.m.,
Fairhope Municipal Complex Council Chamber,
161 North Section Street, Fairhope, Alabama 36532,
on Monday, 18 December 2017.
Present were Council President Jack Burrell, Councilmembers: Jay Robinson,
Jimmy Conyers, Robert Brown, and Kevin Boone, Mayor Karin Wilson, and City
Clerk Lisa A. Hanks. City Attorney Marion E. Wynne was absent.
Council President Burrell called the meeting to order at 4:30 p.m.
The following topics were discussed:
• The first item on the agenda was the Fairhope Education Enrichment Foundation's
(FEEF") presentation by Vickie Bailey, Ashley Gordon, and Amy Foley. The
purpose of the presentation is to educate and update the City Council and Mayor
regarding a potential partnership and purchase of the Fairhope K-1 Center property at
100 S. Church Street. Ms. Bailey said that all three of them met with Cecil
Christenberry, Eddie Tyler, John Wilson, and John Gray to discuss the K-1 Center
and possible purchase of the building. She said in order for the building to be
purchased for appraisal value, the Board has to do its due diligence:
1. Survey Results
2. Resolution recommending sale of property
3. Certificate with Resolution to the State
4. Approval by State Superintendent and the Governor
Request to purchase must be in place for either the market value or appraisal value,
so the property will not have to be auctioned. Council President Burrell asked if
there any other buildings have been given to Municipality for less than market value.
Mayor Wilson said we need a sustainability study for the building; and need to look
into the Fairhoper's Community Park, Nix Center, K-1 Center, and Intermediate
School at the same time. She commented we could come out of some of our assets
and not pay any money; and take care of it all now.
Councilmember Boone said the K-1 Center is more sensitive and paramount to
purchase. Council President Burrell said we should ask the Board of Education to
consider our current contributions and in-kind services toward this purchase. Mayor
Wilson stated we could use the Triangle money for schools. Councilmember
Conyers said some of our $600,000.00 contribution should be considered.
Amy Foley commented we need a united force to present to the Baldwin County
Board of Education. Council President Burrell said this is less than one percent of
their budget. Councilmember Conyers said we should purchase all of the land now.
