HomeMy WebLinkAbout12-11-2017 City Council Work Session MinutesSTATE OF ALABAMA ) ( COUNTY OF BALDWIN ) ( The City Council met in a Work Session at 4:30 p.m., Fairhope Municipal Complex Council Chamber, 161 North Section Street, Fairhope, Alabama 36532, on Monday, 11 December 2017. Present were Council President Jack Burrell, Councilmembers: Jay Robinson, Jimmy Conyers, and Kevin Boone, Mayor Karin Wilson, City Attorney Marion E. Wynne (arrived at 5:16 p.m.), and City Clerk Lisa A. Hanks. Councilmember Robert Brown was absent. Council President Burrell called the meeting to order at 4:30 p.m. The following topics were discussed: • The first item on the agenda was the discussion of the Marina Fuel Tanks by Marina Manager Drew Craze and Lynn Maser. Mr. Craze explained the different types of fuel tanks that were researched and the options for Fairhope Docks. He mentioned the Coast Guard and the State Troopers will be fueling at the Docks. It was the consensus of the City Council to go forward with bid for the 10,000-gallon tank. Mr. Craze commented this is an all-in-one tank with registers attached; and will take at least 8 to 10 weeks to build a tank. • Councilmember Conyers gave an update on the Fairhope Environmental Advisory Board that Operations Director Richard Peterson attended. He said Mr. Peterson explained the testing for the City of Fairhope including Fly Creek. Councilmember Conyers said the Library Board will meet next week. He also reminded everyone of the Library Foundation's Chocolate and Champagne Event being held on January 27, 2018. • Lynn Maser addressed the City Council regarding fee waivers and Ordinance no. 1486 adopted by the City Council. She mentioned an invoice for the Fly Creek testing and the deduction on the invoice for Grandman of $950.00. Councilmember Conyers stated we did waive as in-kind. Ms. Maser said that Section 94 of Constitution states the City cannot lend or give something of value. Council President Burrell said the City Council makes the rules and can waive the fees. He said this is commonly done; just like we do in-kind services for grants. Councilmember Robinson suggested we pay the bill and have them pay the $950.00. Ms. Maser asked the City Council to allow the City to do the work, but we would need a new incubator. Councilmember Robinson stated that multiple mothers were in tears regarding Fly Creek and we set a definite period for the Fly Creek testing with the Mobile Bay Keeper contract. He said this is $3,000.00 extra with a supplemental piece of mind.
