HomeMy WebLinkAbout04-23-2018 Work Session Meeting MinutesSTATE OF ALABAMA ) ( COUNTY OF BALDWIN ) ( The City Council met in a Work Session at 4:30 p.m., Fairhope Municipal Complex Council Chamber, 161 North Section Street, Fairhope, Alabama 36532, on Monday, 23 April 2018. Present were Council President Jack Burrell, Councilmembers: Jay Robinson, Robert Brown, and Kevin Boone, Mayor Karin Wilson, City Attorney Marcus E. McDowell, and City Clerk Lisa A. Hanks. Councilmember Jimmy Conyers was absent. Council President Burrell called the meeting to order at 4:30 p.m. The following topics were discussed: • The Discussion of Inmate Phone System was next on the agenda presented by Chief Petties and Corrections Officer Jacob Colle. They explained the need for a phone system due to our system not working since 2012. The system is regulated by the FCC and is a tool for helping with inmates. The inmates or their family setup an account and pay for the calls. Officer Colle said visitation phones are included in the package. The consensus of the City Council was to move forward. • Public Works Director Richard Johnson began the Follow-up Discussion of HVAC at the James P. Nix Center. He said ballroom is at one-third capacity; and the fresh return air unit is out of commission. Mr. Johnson said this is a high use facility with events. He responded that this will be a sixty percent replacement of the unit. Council President Burrell questioned how can the City find a solution for these issues. Mr. Johnson replied better preventive maintenance; and preventive maintenance contracts. Mayor Wilson commented we need a Building Maintenance Department. Councilmember Brown said no positive air is bad for the building. • Councilmember Boone said they had a good Personnel Board meeting; and mentioned Ron Hayes being a Safety Specialist and will help the City with a Safety Management Program. The Harbor Board met and the seawall is almost complete. Public Works Director Richard Johnson brought up the FEMA and AEMA regarding Hurricane Nate. He said the Public Assistant Grant has been completed. He mentioned the abutments have been placed for the Pedestrian Bridge across Fly Creek. Mr. Johnson thanked the Mayor and Councilmembers for the merit raise. He said the top third in Public Works received a merit raise; and recognized their worth for the City. Councilmember Boone questioned the FEMA funds "ETA." He also asked about watching the bridge get put in place. Councilmember Brown said he wanted to see plan for Magnolia Beach instead of dumping sand. Mr. Johnson replied part of the $6.2 million from the Restore Act Funds if to help fix this issue.
