COUNTY OF BALDWIN ) (
The City Council met in a Work Session
at 4:30 p.m., Fairhope Municipal Complex Council Chamber,
161 North Section Street, Fairhope, Alabama 36532,
on Monday, 13 May 2019.
Present were Council President Jack Burrell, Councilmembers: Jimmy Conyers,
Robert Brown, and Kevin Boone, Mayor Karin Wilson, City Attorney Marcus E.
McDowell, and City Clerk Lisa A. Hanks. Councilmember Jay Robinson was absent.
Council President Burrell called the meeting to order at 4:30 p.m.
The following topics were discussed:
• The Mayor's Position and Compensation Package was the first item on the agenda.
Councilmember Conyers provided a handout to the City Council and Mayor. (See
attached handout) City Clerk Lisa Hanks said that it would take a Legislative Act to
change the position from part time to full time. The consensus of the City Council
was that the position, even as part time, is a full time job. Council President Burrell
agreed with Councilmember Conyers; and suggested $75,000.00 to $80,000.00 for
the Mayor's position and $12,000.00 to $13,000.00 for the City Council.
Councilmember Boone suggested $82,000.00; Councilmember Conyers suggested
$80,000.00; and Councilmember Brown suggested $100,000.00. It was agreed that
more research would be done before voting on this issue.
• The Discussion of Business License Fees was explained by Special Projects Manager
Lynn Maser. She discussed her research and recommendations for long-tenu rentals.
(See attached handout) Ms. Maser said there is no short-tcmi rental exemptions.
Councilmembers Conyers and Boone stated they thought this was double dipping;
and we receive our income from the property taxes. Council President Burrell
suggested an exemption for the first long-term rental and then a $75.00 flat fee
business license for each long-term rental's after the exemption. Councilmember
Brown said he did not want a business license on any long-temi rentals. No
consensus was made to move forward with this issue.
• Public Works Director Richard Johnson addressed the City Council and discussed
Drainage on North Mobile Street. He explained the progress made after the 2014
Rain Event, but the correction was not done due to one of the property owners. Mr.
Johnson stated that the new owners of the Gravlec property will give the City an
easement, pay the engineering fees, and allow the issue to be corrected. Mr. Johnson
said this is a good project with funds appropriated for drainage; and we will be
collecting waster off a public road. The consensus of the City Council was to move
forward.
