The City Council met in a Work Session
at 4:00 p.m., Fairhope Municipal Complex Council Chamber,
161 North Section Street, Fairhope , Alabama 36532,
on Monday, 15 November 2021.
Present were Council President Jack Burrell, Councilmembers: Corey Martin,
Jimmy Conyers, and Kevin Boone, Mayor Sherry Sullivan, and City Clerk Lisa A.
Hanks. Councilmember Jay Robinson and City Attorney Marcus E. McDowell were
absent.
Council President Jack Burrell called the meeting to order at 4:32 p.m.
• The first item on the Agenda was the Discussion of Updates for Personnel, Policies
and Procedures by Human Resources Manager Traveis Cunningham and Mayor
Sullivan . They briefly discussed the following items: New Travel Policy; Employee
Training and Certifications with pay incentives; Law Enforcement Officers and the
25 years of Municipal Service and RSA's retirement regulations that gives Officers
another year of service for each five years served ; and a need for a Licensed
Electrician for the City with all of the projects being done. She said it would be on
the next City Council agenda .
• The City Council questioned and suggested per diem allowed by location during
traveling; and maximum number of certifications per year and cap; Mayor replied
this is an investment for City must repay or remain employed. Council President
Burrell questioned why now for the Police Officers with retirement suggestion; and
said they knew when they took the job. Councilmember Martin commented he would
like to see the projection for the Officers. Council President Burrell said this would
disincentivize employees to work five more years. Mayor Sullivan stated that if an
Officer retires early as suggested, the retiree 's insurance would be 50 percent of the
premium not 10 percent. City Treasurer Kim Creech said family coverage is
approximately $15,000.00 per year.
• Councilmember Boone announced the Personnel Board meeting for November was
rescheduled to December 2 , 2021 at 4:00 p.m.
• Councilmember Martin gave an update on the Fairhope Environmental Advisory
Board wanting to help with the Comprehensive Land Use Plan; and to put a trap in a
location to protect the watershed; i.e., Cowpen Creek.
• Councilmember Conyers mentioned the retirement party that was held for Martin
Lanaux who served for years on the Library Board.
• Council President Burrell gave an update on the Airport Authority regarding the
following items : private hangars on East side; individual ground lease and eight box
hangars; grant on tonight's agenda; approved Plans for FBO on East side; and
approved Master Plan for East side. He mentioned the Recreation Board meeting to
be held on Wednesday .

• Water and Sewer Superintendent Jason Langley addressed the City Council regarding
the fusion machine being down ; and the several agenda items on the City Council
Agenda tonight. Mr. Langley stated when we request items, it is because there is a
dire need. He said we must move forward with the Vac Truck. Mr. Langley
addressed Agenda Items Number 10, 15, 18, and 23. He commented there was a typo
on Item 23 and it should be 6 inch pipe not 1 inch pipe. Mr. Langley addressed
Agenda Item Number 11 and said his department is going to put a grinder pump on
this system for the Fire Station ; and it should eliminate future issues.
• Gas Superintendent Terry Holman addressed the City Council regarding the letter
from the Alabama Public Service Commission . He said there are still issues on
Church Street while project continues . He addressed Agenda Item Number 17.
• Assistant Superintendent Jeremy Morgan addressed the City Council regarding the
following: Tree Lighting ; Substation Project ready to begin installation; Solar
Canopy in parking lot; and Parking Deck Project (PVs).
• Police Chief Stephanie Hollinghead addressed the City Council regarding the Citizen
Academy and mentioned they are still taking applications through November 30 ,
2021.
• Community Affairs Director Paige Crawford addressed the City Council and thanked
Councilmember Martin and Mayor Sullivan for attending the Veterans Day Parade.
She thanked Councilmember Boone for attending the Sunset Prayer. Ms . Crawford
said we will be honoring Doug Mansmann who was nominated as our 2021 Veteran
of the Year. She mentioned a flyer in the back with all of the activities beginning
Thursday .
• Public Works Director Richard Johnson addressed the City Council regarding the
following : Dredging Project underway ; Twin Beech is now open; and ALDOT
paperwork received for MPO Project regarding Gayfer Road. He said over past four
year with Surplus Items on Gov Deals , we have received over one million back for the
City . Mr. Johnson addressed Agenda Items Number 8, 9, 12 , 14, 16, 19 , 20, and 22 .
Potting Soil was questioned by Council President Burrell. Mr. Johnson replied the
soil is in bags on pallets and easier to handle in bags ; and it is a supercharged potting
soil.
There being no further business to come before the City Council, the meeting
was duly adjourned at 5 :34 p.m.
