HomeMy WebLinkAbout10-04-2004 Organizational Session3409 STATE OF ALABAMA )( COUNTY OF BALDWIN )( The City Council, City of Fairhope, met in an organizational session at 5:30 p.m., Fairhope Municipal Complex Council Chamber, 161 North Section Street, Fairhope, Alabama 36532, on Monday, 4 October 2004. Present were Mayor Timothy M. Kant, Councilmembers: Robert C. Gentle, Michael A. Ford, Debbie W. Quinn, and Cecil Christenberry; and City Clerk/Treasurer Geniece W. Johnson. Councilmember Pauline Anders and City Attorney Marion E. Wynne were absent. There being a quorum present, Mayor Kant called the meeting to order. The Pledge of Allegiance was recited, and Reverend Gordon N. Misted, Pastor of Saint Lawrence Catholic Church, gave the invocation. Councilmember Gentle moved to approve minutes of the 27 of September 2004 regular session, and minutes of 29 of September 2004 special meeting. Seconded by Councilmember Quinn, motion passed unanimously. Councilmember Christenberry moved to authorize Mayor Kant to present Pauline Anders her Council picture from the lobby of the Civic Center and name plate. Seconded by Councilmember Ford, motion passed unanimously. This being the organizational meeting to begin the new administration, Mayor Kant, and the newly -elected Councilmembers, Robert C. (Bob) Gentle (unopposed), Michael A. (Mike) Ford, Debbie W. Quinn, Timothy M. Kant, Daniel R. Stankoski, and Cecil Christenberry (unopposed) prepared to take their Oath of Office. The Honorable James H. Reid, Circuit Judge, 281h Judicial Circuit of the State of Alabama, then gave the Oath of Office to the new Council: Mayor Kant; Councilmembers Quinn, (Place # 1); Stankoski, (Place # 2); Christenberry, (Place # 3); Ford, (Place # 4); and Gentle, (Place # 5). (Signed Oaths inserted at end of these minutes.) The new administration took their seats on the dais and continued with business. City Clerk Geniece W. Johnson took the seat as presider and conducted the procedures for electing a Council President and Council President Pro Tempore. Mrs. Johnson explained that the Councilmembers would nominate a council president and council president pro tempore and a voice vote would be taken from each Councilmember. Mrs. Johnson also explained that a Councilmember may nominate themselves. 4 October 2004 3410 The floor was then opened for Council President nominations: Councilmember Quinn nominated Councilmember Gentle. No other nominations were made. The floor for nominations was then closed. Councilmember Gentle was voted by the Councilmembers as Council President by the following voice votes: AYE -Quinn, (Place # 1), Stankoski, (Place # 2), Christenberry, (Place # 3), Ford, (Place # 4), and Gentle, (Place # 5). NAY- none. The floor was then opened for Council President Pro Tempore nominations: Councilmember Gentle nominated Councilmember Ford. No other nominations were made. The floor for nominations was then closed. Councilmember Ford was voted by the Councilmember as Council President Pro Tempore by the following voice votes: AYE -Quinn, (Place # 1), Stankoski, (Place # 2), Ford, (Place # 4), and Gentle, (Place # 5). NAY- Christenberry, (Place # 3), Council President Gentle took the presider's seat and continued with business. Councilmember Christenberry introduced in writing Ordinance No. 1225, an ordinance establishing the Council Procedures. The ordinance was amended to call for the work session to take place on the 2nd and 4`h Monday nights of each month at 5:00 p.m., and a section will be added that an election for Council President and Council Pro Tempore will be held each October and/or at the pleasure of the City Council. Councilmember Christenberry moved for immediate consideration. Seconded by Councilmember Quinn, motion for immediate consideration passed unanimously by the following votes: AYE -Ford, Quinn, Gentle, Stankoski, and Christenberry. NAY -none. Councilmember Quinn moved for final adoption of Ordinance No. 1225. Seconded by Councilmember Stankoski, motion for final adoption passed by the following votes: AYE -Ford, Quinn, Gentle, Stankoski, and Christenberry. NAY -none. Councilmember Quinn introduced in writing Ordinance No. 1226, an ordinance appointing Timothy M. Kant as Superintendent of Utilities. Councilmember Ford moved for immediate consideration. Seconded by Councilmember Quinn, motion for immediate consideration passed by the following vote: AYE -Ford, Quinn, Gentle, Stankoski, and Christenberry. NAY -none. Councilmember Ford moved for final adoption of Ordinance No. 1226. Seconded by Councilmember Stankoski, motion for final adoption passed unanimously by the following vote: AYE -Ford, Quinn, Gentle, Stankoski, and Christenberry. NAY - none. Councilmember Ford introduced in writing, and moved for the adoption of the following resolution, a resolution authorizing signees for all City of Fairhope accounts. Seconded by Councilmember Stankoski, motion passed unanimously. 4 October 2004 RESOLUTION NO. 1061-04 3411 WHEREAS, two signatures are required on all monetary transactions of the City of Fairhope; and WHEREAS, travel is sometimes required of the Mayor and of the City Clerk and provisions should be made to cover monetary requirements of the City in the absence of one or both; THEN, THEREFORE BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF FAIRHOPE, FAIRHOPE, ALABAMA, that all Financial Depositories where monies of the City are deposited, whether in checking, savings, or other type accounts, currently or in the future; be and hereby are advised that any two of the following signees are authorized to sign any monetary transaction between said Depositories and the City of Fairhope, Alabama; :�=" %A.. • Timothy M. Johnson are hereby authorized to use computer generated signature for routine checks under One Thousand Dollars ($1,000.00). All monetary transactions must have at least one true signature. Seconded by Councilmember Quinn, motion passed unanimously. Seconded by Councilmember Ford, motion passed unanimously. Councilmember Quinn so moved to appoint Councilmember Ford to the Airport Board. Seconded by Councilmember Christenberry, motion passed unanimously. Councilmember Ford moved to appoint Councilmember Ford, Stankoski, and Quinn, city employee liaison Jennifer Fidler to the Recycling Committee. Seconded by Councilmember Stankoski, motion passed unanimously. Councilmember Quinn so moved to appoint Councilmember Ford, and employee advisory Sherry Sullivan to the Recreation Board. Seconded by Councilmember Christenberry, motion passed unanimously. Councilmember Quinn so moved to appoint Councilmember Christenberry, and employee Tommy Long to the Harbor Board. Seconded by Councilmember Ford, motion passed unanimously. Councilmember Ford so moved to appoint Councilmembers Christenberry, and Councilmember Gentle to the Environmental Board. Seconded by Councilmember Quinn, motion passed unanimously. 4 October 2004 3413 Councilmember Quinn so moved to appoint Mayor Kant, Councilmember Gentle and Councilmember Stankoski to the Tree Committee. Seconded by Councilmember Ford, motion passed unanimously. Councilmember Ford moved to appoint Councilmember Christenberry, Police Officer Mike Randall and employee Sherry Sullivan to the Christmas Parade Committee. Seconded by Councilmember Stankoski, motion passed unanimously. Councilmember Ford moved to appoint Councilmember Quinn, and Councilmember Gentle to the Historic/Preservation Committee. Seconded by Councilmember Quinn, motion passed unanimously. Councilmember Ford so moved to appoint Councilmember Stankoski to the Sister -City Committee. Seconded by Councilmember Quinn, motion passed unanimously. Councilmember Quinn so moved to make the following appointments. Chief of Police - Christopher Browning City Clerk — Geniece W. Johnson Treasurer - Geniece W. Johnson City Attorney & Prosecutor - Marion (Tut) Wynne Seconded by Councilmember Ford, motion passed unanimously. Council President Comments - Councilmember Gentle expressed that he was surprised. Mayor Kant gave a brief address stating that he would like to keep Fairhope, Fairhope.
