HomeMy WebLinkAbout03-15-2001 Regular Meeting2649 STATE OF ALABAMA )( COUNTY OF BALDWIN )( The City Council, City of Fairhope, met in regular session at 5:30 p.m.; Fairhope Municipal Complex Council Chamber; 161 N. Section Street, Fairhope, Alabama 36532; on Thursday. 15 March 2001 Present: Mayor Timothy M. Kant, Councilmembers: Robert C. Gentle, Debbie W. Quinn, Pauline Anders, and Cecil Christenberry; Betty E. Rivenbark, Acting City Clerk. Absent were: Councilmember Mike Ford, Geniece Johnson, City Clerk and Marion E. Wynne, City Attorney. There being a quorum present, Mayor Kant called the meeting to order. The Pledge of Allegiance was recited, and the invocation was given by Rev. Kenny Pierce. Councilmember Anders moved to approve the minutes of the 28 February 2001, regular meeting. Seconded by Councilmember Christenberry, motion passed unanimously. Councilmember Quinn, moved for the final adoption of Ordinance No. 1113. An ordinance amending Ordinance No. 674 - Building Department permit fees, and amending Ordinance No. 961 - Reinspection fees. Seconded by Councilmember Anders, motion for final adoption passed unanimously by the following vote: AYE -Gentle, Quinn, Kant, Anders, and Christenberry. NAY -none. Councilmember Anders introduced in writing and moved for the adoption of the following resolution. Seconded by Councilmember Quinn, motion passed unanimously. 15 MARCH 2O01 2650 WHEREAS, RESOLUTION NO, 752-01 two signatures are required on all monetary transactions of the City of Fairhope; and WHEREAS, travel is sometimes required of the Mayor and of the City Clerk and provision should be made to cover monetary requirements of the City in the absence of one or both; THEN, THEREFORE BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF FAIRHOPE, FAIRHOPE, ALABAMA, that all Financial Depositories where monies of the City are deposited, whether in checking, savings, or other type accounts, currently or in the future; be and hereby are advised that any two of the following signees are authorized to sign any monetary transaction between said Depositories and the City of Fairhope, Alabama; Timothy M. Kant, Mayor Michael A. Ford, Councilmember Geniece W. Johnson, City Clerk - Treasurer Richard A. Hice, Controller BE IT FURTHER RESOLVED that Geniece W. Johnson and Richard A. IIice are hereby authorized to use a facsimile signature for routine checks and paperwork: Samplle::jSample: OW BE IT FURTIII:R RESOLVED that Mayor Timothy M. Kant and Geniece W. Johnson are hereby authorized to use computer generated signature for routine checks under One Thousand Dollars (S1,000.00). All monetary transactions must have at least one true signature. No. 752-01 as adopted by the Governing Body in regular session on March 15`h 2001. City Clerk Date 2651 15 March 2001 Charles English, a resident of Idlewild, was recognized and said he is requesting 4 way stop signs be placed in Idlewild subdivision. He said there are many children who skate, ride bicycles or skateboard in the subdivision and that there are many cars that come through speeding. He is only concerned with his neighborhood. Denise Lores also spoke saying that they are having problems out there. The Council responded to his request saying that we should put up the counter and Mayor Kant referred this to the Street Committee for study. Councilmember Gentle explained that the speed counter would register speed of vehicles and the number of cars coming through this neighborhood. Mayor Kant reported he had received a request from Helen Price requesting the City Council to look into doing something at the intersection of Greeno Road and Spring Run Drive (traffic light) and requested enforcing handicap parking. He turned traffic light request over to the Street Committee for their input and review and asked Chief Anderson to start enforcing people parking in handicap spaces that are not supposed to. Councilmember Anders moved to hear Councilmember Gentle on something that is not on the agenda. Councilmember Quinn seconded the motion and it passed by unanimous vote. Councilman Gentle gave a report on the request for a stop sign at Nichols & George Streets. He said the traffic counter was put down there and that in a 96 hour period 520 vehicles passed thru this area and told of the varying speeds. He told Mr. English that this information helps justify actions we take on these requests. He further recommended putting a stop sign at the corner of Nichols and George Streets. Councilmember Quinn moved to approve this recommendation, Councilmember Anders seconded this request and it passed unanimously. Councilmember Gentle moved to pay the bills, motion was seconded by Councilmember Christenberry, motion passed unanimously.
