COUNTY OF BALDWIN )(
The City Council, City of Fairhope, met in Special Meeting at
6:00 p.m.; Fairhope Municipal Complex Council Chamber;
161 North Section Street, Fairhope, Alabama 36532; on
Monday, 29 January 2001.
Present were Mayor Timothy M. Kant, Councilmembers: Robert C. Gentle,
Michael A. Ford, Debbie W. Quinn, Pauline Anders, and Cecil Christenberry; City
Attorney Marion E. Wynne, and City Clerk Geniece W. Johnson. No one was absent.
There being a quorum present, Mayor Kant called the meeting to order. The
Pledge of Allegiance was recited, and the invocation was given by Mrs. Geniece W.
Johnson, City Clerk.
A Public Hearing was held as advertized on a proposed resolution to adopt the
New Comprehensive Plan. Christopher Baker, Director of Planning and Building,
addressed the City Council expressing that several community meetings have been held
to discuss the New Comprehensive Plan. Mr. Baker also stated that more than 700
citizens were involved with the new plan.
Mayor Kant thanked the Steering Committee, Gould Evans Associates LC Firm,
Lawrence, KS, City Council and the many citizens for their input and help with the new
plan.
Mr. Glen LeRoy addressed the City Council and presented a power point
presentation pertaining to the New Comprehensive Plan. Mr. LeRoy's presentation
covered several aspects of the new plan such as: Fairhope History, Planning Process,
Growing Population, The Vision, Goals, Physical Image, Development Frame Work,
Plan Direction Framework, and Plan Implementation. Mr. LeRoy enlightened all that the
New Comprehensive Plan is only a guide.
After Mr. LeRoy's presentation, Mayor Kant opened the floor to the public. The
Council Chambers was close to full capacity. Eight citizens expressed concerns, and/or
made comments about the new plan. All concerns of the citizens were addressed by Mr.
LeRoy.

Mayor Kant called for the closing of the public hearing, and allowed the City
Council to ask their questions. Councilmember Ford expressed concerns of one problem,
the Historic Preservation. The plan calls for a discussion on a Historic Preservation
Ordinance. Mayor Kant explained that the adopting of the new plan does not change any
zoning, nor does it pass an ordinance for Historic Preservation. The City Council will
hold a public hearing meeting before adopting a Historic Preservation Ordinance, and if
the City Council does not vote on having a Historic Preservation District then there will
not be a Historic Preservation District.
After further discussion, Councilmember Anders introduced in writing, and
moved for the adoption of the New Comprehensive Plan. Seconded by Councilmember
Quinn, motion to adopt the New Comprehensive Plan passed unanimously by the
following votes: AYE -Gentle, Ford, Quinn, Kant, Anders, and Christenberry. NAY -
none.

Pursuant to the Code of Alabama Section 11-52-8, & 10 the Planning Commission is
hereby authorized and required to develop a Master Plan for the growth of the City
of Fairhope and its environs; and,
WHEREAS, The City of Fairhope Planning Commission has conducted proper
research, both in the technical and public realm, to understand issues facing our
community as we grow; and,
WHEREAS, The City of Fairhope Planning Commission has gone to great lengths
to keep the public informed and involved during the planning process; and,
WHEREAS, after appropriate public notice, a public hearing was held by the
Planning Commission of the City of Fairhope on Thursday, 21 December 2000, and
recommends approval of the Master Plan; and,
WHEREAS, the appropriate public hearing notice has been given by the Governing
Body of the City of Fairhope.
NOW, THEREFORE BE IT RESOLVED, the Governing Body of the City of
Fairhope, that the supplement and updated Comprehensive Plan is hereby
approved in conjunction with the 1995 Plan.
Adopted, this 291h day of January 2001

Councilmember Gentle expressed that the new plan is a work in progress which
will give the City the flexibility to look at the plan to see if this is where the City wants to
be. Councilmember Gentle moved to look into keeping the Planner as an oversight to
keep the City on track, and let the City know where we stand. Seconded by
Councilmember Ford, motion passed unanimously.
Meeting was duly adjourned at 7:21 p.m.
