HomeMy WebLinkAbout12-27-2000 Regular Meeting2598 STATE OF ALABAMA )( COUNTY OF BALDWIN )( The City Council, City of Fairhope, met in regular session at 6:00 p.m.; Fairhope Municipal Complex Council Chamber; 161 North Section Street, Fairhope, Alabama 36532; on Wednesday, 27 December 2000. Present were Mayor Timothy M. Kant, Councilmembers: Robert C. Gentle, Michael A. Ford, Pauline Anders, and Cecil Christenberry; and City Clerk Geniece W. Johnson. Councilmember Debbie W. Quinn, City Attorney Marion E. Wynne were absent. There being a quorum present, Mayor Kant called the meeting to order. The Pledge of Allegiance was recited, and the invocation was given by Councilmember Cecil Christenberry. Councilmember Anders moved to approve minutes of the 11 December 2000, regular meeting. Seconded by Councilmember Christenberry, motion passed unanimously. Christopher Baker, Director of Planning and Building, addressed the City Council with regards to Thomas Hospital Site Plan Review. The Hospital is seeking to construct a new surgical wing. (Generally located on Ingleside Street) This issue is coming before the Council because the addition contains approximately 11,000 sq. ft. The issues associated with this Wing are as follows: Setbacks: The property is zoned B2 and abuts business zoning. There is no setback requirements. 2. Lighting: Lighting will be provided in accordance with City standards. 3. Signage: No signage is proposed with this addition. 4. Landscaping: the architect has indicated the landscaping will be provided to City requirements. 5. Dumpsters: No new dumpsters are required. 6. Drainage: Improvements will be made to drainage in this area as a result of the addition. The Planning and Zoning recommends approval of this Site Plan. Councilmember Gentle moved to approve the Thomas Hospital Site Plan. Seconded by Councilmember Anders, motion passed unanimously. 2599 27 December 2000 Dr. Lynn Yonge addressed the City Council seeking permission to use a portion of the nut processing plant, located on Fairhope Avenue and Bancroft Street. There is about 1500 square feet on the Southeast corner of the building that is empty and suitable. The building has no heating or cooling thereby restricting usage to the cooler months. The City will be responsible for the initial clean out of the debris, open the false roof and assist in wiring the space for spotlights, and recondition the bathroom. The City will also repair locks and doors for security. The organizers will provide the manpower for painting and scrubbing. The organizers are willing to accept the rough nature of the space for the flexibility of use and economy of the production. This event will promote a new type of Art, an artistic experience for Fairhope. The focus will be modern Art by leading artists of the Southeast. The project date for the first exhibit is March 2, 2001 through March 18, 2001. The exhibit will be up through the Art Festival weekend. The exhibit will be open to school tours and at all times there will be volunteers to man the exhibit. This location will be used for other exhibits during the year. A coalition of Artist's, Art faculty from USA, and Springhill College Art patrons, and art enthusiasts will form the show and be responsible.for the event. This is a non-profit venture. If any profit is made through sponsorships or Art sales, it will be donated for children art supplies. After discussion, Councilmember Anders moved to approve Dr. Yonge's proposal as long as it is not too expensive. Seconded by Councilmember Ford, motion passed unanimously. Mayor expressed that this location will also be used for storage for the Faulkner Community College Museum Mayor Kant nominated Kenneth Slade to replace Jody Bishop as Municipal Judge. Mr. Bishop was elected Baldwin County District Judge. The term will be for two years, starting January 1, 2001, with a six (6) month trial period. Councilmember Ford moved to appoint Mr. Slade. Seconded by Councilmember Gentle, motion passed unanimously. Councilmember Ford moved to update the Police Reserve Roster by adding: Tim Lennicx, and Michael Langley. Seconded by Councilmember Anders, motion passed unanimously. Councilmember Ford moved to address item(s) not on the printed agenda. Seconded by Councilmember Christenberry, motion passed unanimously. 2600 27 December 2000 Mayor requested that the City Council authorize Mayor Kant to write a letter to the State Hwy Department and the County Hwy Department regarding the speed limit on County Road 27. There have been several serious accidents including fatalities to take place on County Road 27. Councilmember Anders moved to grant the Mayor's request. Seconded by Councilmember Gentle, motion passed unanimously. Sherry Sullivan gave an update on the New Year's Eve Event. The free event will take place December 31, 2000. There will be fireworks at midnight. Mayor Kant requested that a Special Meeting be held Monday, January 29, 2001, at 6:00 p.m., for the City Council to address the New Comprehensive Plan.
