COUNTY OF BALDWIN )(
The City Council, City of Fairhope, met in an organizational session
at 5:30 p.m.; Fairhope Municipal Complex Council Chamber;
161 North Section Street, Fairhope, Alabama 36532; on
Monday, 2 October 2000.
Present were Mayor James P. Nix, Councilmember: John V. Duck,
Michael A. Ford, Debbie W. Quinn, Jeanette Puckett, and William H.
Jones; City Attorney Marion E. Wynne and City Clerk Geniece W.
Johnson. No one was absent.
There being a quorum present, Mayor Nix called the meeting to
order. Councilmember Duck moved to approve minutes of the 25
September 2000, regular meeting. Seconded by Councilmember Jones,
motion passed unanimously.
Mayor Nix called on Reverend Gordon N. Milsted, Pastor of Saint
Lawrence Catholic Church for the Invocation.
This being the organizational meeting to begin the new
administration, Mayor Nix, and Councilmember Duck, Puckett, and Jones
took their seats in the audience, and the newly -elected Councilmembers,
Gentle, Ford, Quinn, Kant, Anders, and Christenberry prepared to take
their Oath of Office.
The Honorable James H. Ried, Circuit Judge, 28th Judicial Circuit
of the State of Alabama, then gave the Oath of Office to the new Council:
Mayor Kant; Councilmembers Quinn, (Place # 1); Anders, (Place # 2);
Christenberry, (Place # 3); Ford, (Place # 4); and Gentle (Place #5).

The new administration took their seats on the dais and continued
with business.

Councilmember Quinn introduced in writing Ordinance No. 1093 .
An Ordinance establishing the Council Procedures. Councilmember Ford
moved to suspend the rules. Seconded by Councilmember Anders,
motion to suspend passed unanimously by the following vote: AYE -
Gentle, Ford, Quinn, Kant, Anders, and Christenberry. NAY -none.
Councilmember Anders moved for final adoption of Ordinance No. 1093 .
Seconded by Councilmember Ford, motion passed unanimously by the
following vote: AYE -Gentle, Ford, Quinn, Kant, Anders, and
Christenberry. NAY -none.
Councilmember Anders introduced in writing Ordinance No. 1094.
An Ordinance appointing Timothy M. Kant as Superintendent of Utilities.
Councilmember Ford moved to suspend the rules. Seconded by
Councilmember Gentle, motion to suspend passed unanimously by the
following vote: AYE -Gentle, Ford, Quinn, Kant, Anders, and
Christenberry. NAY -none. Councilmember Anders moved for final
adoption of Ordinance No. 1094 . Seconded by Councilmember
Quinn, motion passed unanimously by the following vote: AYE -Gentle,
Ford, Quinn, Kant, Anders, and Christenberry. NAY -none.
Councilmember Quinn introduced in writing, and moved for the
adoption of the following resolution. Seconded by Councilmember Ford,
motion passed unanimously.

RESOLUTION NO. 716-000
WHEREAS, two signatures are required on all monetary transactions of the City of Fairhope; and
WHEREAS, travel is sometimes required of the Mayor and of the City Clerk and
provision should be made to cover monetary requirements of the City in the
absence of one or both; THEN, THEREFORE
BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF FAIRHOPE that all Financial
Depositories where monies of the City are deposited, whether in checking, savings, or other type
accounts, currently or in the future; be and hereby are advised that any two of the following signees
are authorized to sign any monetary transaction between said Depositories and the City of Fairhope,
Alabama;
Timothy M. Kant, Mayor
Michael A. Ford, Councilmember
Geniece W. Johnson, City Clerk - Treasurer
Richard A. Hice, Controller
BE IT FURTHER RESOLVED that Geniece W. Johnson and Richard A. Hice are hereby authorized to
use a facsimile signature for routine checks and paperwork:

Mayor Kant made the following Committee Assignments:

Mayor Kant nominated Dan McCrory to re -place himself as the City
representative on the Planning and Zoning Commission. Councilmember Quinn
moved to appoint Mr. McCrory. Seconded by Councilmember Gentle, motion
passed unanimously.
Mayor Kant nominated Councilmember Ford to re -place Mrs. Puckett as
the Council representative on the Airport Board. Councilmember Quinn moved
to appoint Councilmember Ford. Seconded by Councilmember Gentle, motion
passed unanimously.
Councilmember Gentle moved to appoint Councilmember Ford, Quinn,
and Anders each for a 4-year term to the Recycling Committee. Seconded by
Councilmember Ford, motion passed unanimously.
Councilmember Anders moved to re -appoint Jerry Anderson as Chief of
Police for the term of Mayor Kant. Seconded by Councilmember Ford, motion
passed unanimously.
Councilmember Quinn moved to re -appoint Geniece W. Johnson as City
Clerk -Treasurer for the term of Mayor Kant. Seconded by Councilmember
Anders, motion passed unanimously.

Councilmember Quinn moved to re -appoint Marion E. Wynn as City
Attorney & Prosecutor for the term of Mayor Kant. Seconded by
Councilmember Ford, motion passed unanimously.
Mayor Kant gave an address. Mayor Kant expressed that he would like
to see sidewalks along Young Street to the Boys' and Girls' Club, and that he
would like to have a City Council work session on the Thursday before the
scheduled City Council meeting, at 4:00 p.m. at City Hall.
Meeting was dully adjourned at 5:56 p.m. A reception in the lobby
immediately followed the meeting, sponsored by Eastern Shore Women on the
Move & Irvine Company.
