PRESENT WERE MAYOR JAMES P. Nix; COUNCILMEMBERS JOHN V. DUCK, MICHAEL A. FORD, DEBBIE W. QUINN, JEANETTE PUCKETT, WILLIAM H. JONES; CITY ATTORNEY MARION E. WYNNE, AND CITY CLERK GENIECE W. JOHNSON. NO ONE WAS ABSENT. THERE BEING A QUORUM PRESENT, MAYOR NIX CALLED THE MEETING TO ORDER. COUNCILMEMBER JONES MOVED TO APPROVE MINUTES OF THE 27 DECEMBER 1 999, REGULAR MEETING. SECONDED BY COUNCILMEMBER DUCK, MOTION PASSED UNANIMOUSLY. COUNCILMEMBER DUCK INTRODUCED IN WRITING ORDINANCE NO. 1075. AN ORDINANCE AMENDING ORDINANCE 955 - PERSONNEL RULES, POLICIES AND PROCEDURES. IN ORDER TO TAKE IMMEDIATE ACTION COUNCILMEMBER PUCKETT MOVED TO SUSPEND THE RULES. SECONDED BY COUNCILMEMBER JONES MOTION TO SUSPEND THE RULES PASSED UNANIMOUSLY BY THE FOLLOWING VOTE: AYE -DUCK, FORD, QUINN, NIX, PUCKETT, AND JONES. NAY -NONE. COUNCILMEMBER DUCK THEN MOVED FOR FINAL ADOPTION OF ORDINANCE No. 1 075 SECONDED BY COUNCILMEMBER QUINN, MOTION FOR FINAL ADOPTION PASSED UNANIMOUSLY BY THE FOLLOWING VOTE: AYE -DUCK, FORD, QUINN, NIX, PUCKETT, AND JONES. NAY -NONE. COUNCILMEMBER QUINN MOVED TO APPROVE THE REQUEST FOR CHANGE ORDER #i I , BY SUNSET NURSERY, INC., AN INCREASE OF $96 1 .00. SECONDED BY COUNCILMEMBER DUCK, MOTION PASSED UNANIMOUSLY. ONE 3-YEAR TERM ON THE BOARD OF ADJUSTMENTS AND APPEALS COUNCILMEMBER PUCKETT MOVED TO APPOINT SUSAN CUNNINGHAM. MS. CUNNINGHAM IS CURRENTLY SERVING AS AN ALTERNATE. SECONDED BY COUNCILMEMBER PUCKETT, MOTION PASSED UNANIMOUSLY. COUNCILMEMBER DUCK MOVED TO PAY BILLS AS PRESENTED. SECONDED BY COUNCILMEMBER QUINN, MOTION PASSED UNANIMOUSLY. COUNCILMEMBER DUCK MOVED TO ADDRESS THE FOLLOWING ITEMS NOT LISTED ON THE AGENDA. SECONDED BY COUNCILMEMBER QUINN, MOTION PASSED UNANIMOUSLY. MAYOR NIX ADDRESSED THE COUNCIL REQUESTING PERMISSION TO GET RID OF OLD EQUIPMENT LEFT IN THE NUT PROCESSING BUILDING AT 9 BANCROFT STREET. COUNCILMEMBER FORD MOVED TO PROCEED WITH GETTING RID OF THE OLD EQUIPMENT. SECONDED BY COUNCILMEMBER DUCK, MOTION PASSED UNANIMOUSLY. MAYOR NIX ALSO ADDRESSED THE COUNCIL REQUESTING PERMISSION TO SALE TO HOUSE LOCATED AT 9 BANCROFT STREET (ON THE SAME PROPERTY OF THE NUT PROCESSING BUILDING) BY BIDS. THE HOUSE WILL BE SOLD AS IS AND REMOVED FROM THE PROPERTY. THE CITY WILL RESERVE THE RIGHT TO REJECT ALL OR ANY BIDS. COUNCILMEMBER FORD MOVED TO GRANT THE REQUEST. SECONDED BY COUNCILMEMBER DUCK, MOTION PASSED UNANIMOUSLY. Tim KANT STREET SUPERINTENDENT ADDRESSED TO COUNCIL TO GIVE A PROGRESS REPORT ON THE FOLLOWING PROJECTS: ANIMAL SHELTER - THE GROUND HAS BEEN BROKEN FOR THE NEW SHELTER, AND A SLAP SHOULD BE IN PLACE WITHIN THE NEXT TWO WEEKS. 2. FOUNDER'S PARK BALL FIELDS - STILL WORKING ON THESE FIELDS. 3. FAIRHOPERS' COMMUNITY PARK RESTROOMS - CURRENTLY HAVE DRAWING FOR THE RESTROOMS. 4. TRAIL ALONG NORTH SECTION STREET - THIS PROJECT SHOULD BE COMPLETE WITHIN THE NEXT TWO WEEKS. 2414 10 JANUARY 2000 JACK STIPS ADDRESSED THE COUNCIL WITH CONCERNS OF PARKING IN THE FIRE LANES AT LOCAL SUPERMARKETS. MAYOR NIX EXPRESS THAT ISSUE WILL BE LOOKED INTO. MAYOR NIX RECOGNIZED GEORGE WHITLOCK. GEORGE IS A BOY SCOUT WITH TROOP #i 47, AND IS WORKING ON HIS EAGLE BADGE.
