NO ONE WAS ABSENT. THERE BEING A QUORUM PRESENT, MAYOR NIX CALLED THE MEETING TO ORDER. COUNCILMEMBER DUCK MOVED TO APPROVE MINUTES OF THE 1 2 JULY 1 999, REGULAR MEETING. SECONDED BY COUNCILMEMBER QUINN, MOTION PASSED UNANIMOUSLY. Kim SMITH ENVIRONMENTAL OFFICER AND Tim KANT ANNOUNCED THAT FAIRHOPE WAS AWARDED THE 1 999 ENVIRONMENTAL AWARD, BY THE BALDWIN COUNTY COMMISSION, FOR RECYCLING AND HOUSEHOLD HAZARDOUS WASTE PROGRAM. THIS ANNUAL AWARD IS GIVEN TO RECOGNIZE CITIZENS, BUSINESSES AND AGENCIES THAT ILLUSTRATE SOUND ENVIRONMENTAL PRINCIPALS IN THEIR DAY TO DAY OPERATIONS. COUNCILMEMBER DUCK MOVED TO FINAL ADOPT ORDINANCE NO. 1058. SECONDED BY COUNCILMEMBER FORD, MOTION FOR FINAL ADOPTION PASSED UNANIMOUSLY BY THE FOLLOWING VOTE: AYE -DUCK, FORD, QUINN, NIX, PUCKETT, AND JONES. NAY -NONE. (ORD. COUNCILMEMBER FORD INTRODUCED IN WRITING ORDINANCE NO. 1062. AN ORDINANCE CHANGING THE BILLING PERIODS FOR RESIDENTS ALONG SCENIC Hwy 98 AND COUNTY ROAD I . THIS WILL MAKE ALL BILLING PERIODS CONSISTENT. IN ORDER TO TAKE IMMEDIATE ACTION COUNCILMEMBER JONES MOVED TO SUSPEND THE RULES. COUNCIL REVIEWED AN APPLICATION FOR A RESTAURANT LIQUOR LICENSE BY DONALD N. HILTON, DBA JUBILEE LOUNGE, LOCATED AT 902 MORPHY AVENUE. COUNCILMEMBER FORD MOVED TO APPROVE THE ISSUANCE OF THE LICENSE. SECONDED BY COUNCILMEMBER DUCK, MOTION PASSED UNANIMOUSLY. 2338 26 JULY 1 999 COUNCIL REVIEWED AN APPLICATION FOR A SPECIAL RETAIL LICENSE BY ROBERT B. BARRENT, DBA ROCK CREEK GOLF COURSE, LLC., LOCATED AT 1 40 CLUBHOUSE DRIVE. COUNCILMEMBER DUCK MOVED TO APPROVE THE ISSUANCE OF THE LICENSE. SECONDED BY COUNCILMEMBER PUCKETT, MOTION PASSED UNANIMOUSLY. MS. SARAH ERICKSON REPRESENTING ALABAMA PRESBYTERIAN CELEBRATION ADDRESSED THE COUNCIL REQUESTING PERMISSION TO HAVE A PARTY AT THE ORANGE STREET PIER AND BEACH AREA FROM 1 0:30 P.M. UNTIL MIDNIGHT ON SATURDAY, 7 AUGUST 1999. COUNCILMEMBER JONES MOVED TO GRANT THE REQUEST. SECONDED BY COUNCILMEMBER DUCK, MOTION PASSED UNANIMOUSLY. COUNCILMEMBER FORD MOVED TO TRANSFER $22,000.00 FROM THE RECREATION IMPROVEMENT FUND TO THE RECREATION OPERATION FUND TO HELP THE OPERATING FUND EXPENSES FOR THE SUMMER. SECONDED BY COUNCILMEMBER JONES, MOTION PASSED UNANIMOUSLY. COUNCILMEMBER QUINN MOVED TO RESCHEDULE THE REGULAR COUNCIL MEETINGS FOR AUGUST 1 999 TO AUGUST 2ND , & 1 6T" , 1 999, SAME TIME AND PLACE.
