SESSION AT 5:30 P.M.; FAIRHOPE MUNICIPAL COMPLEX COUNCIL
CHAMBER; 1 6 1 NORTH SECTION STREET; FAIRHOPE, ALABAMA
36532; ON MONDAY, 28 OCTOBER 1996,
PRESENT WERE COUNCILMEMBERS JOHN V. DUCK, MICHAEL
A. FORD, DAVID E. BISHOP, AND WILLIAM H. JONES; CITY ATTORNEY
MARION E. WYNNE AND CITY CLERK EVELYN P. PHILLIPS. MAYOR
NAMES P. NIX AND COUNCILWOMAN JEANETTE PUCKETT WERE ABSENT.
MAYOR PRO TEMP DAVID E. BISHOP PRESIDED IN THE
ABSENCE OF MAYOR NIX.
THERE BEING A QUORUM PRESENT, MAYOR PRO TEMP BISHOP
CALLED THE MEETING TO ORDER. COUNCILMAN DUCK MOVED TO
APPROVE MINUTES OF THE 14 OCTOBER 1996 REGULAR SESSION AS
WRITTEN. SECONDED BY COUNCILMAN FORD, MOTION PASSED
UNANIMOUSLY.
COUNCILMAN FORD, REPRESENTING THE RECREATION BOARD,
REPORTED ON THE RECENT BID OPENING FOR THE CONSTRUCTION OF
THE FAIRHOPE MUNICIPAL GYMNASIUM. WALCOTT, ADAMS, AND
VERNEUILLE, ARCHITECTS, CONDUCTED THE OPENING AND REPORTED
RECEIVING THREE BIDS OUT OF THE FIVE BID INVITATIONS ISSUED.

THESE BIDS REPRESENT THE SLAB & THE BUILDING. FOUR ALTERNATES
WERE GIVEN, ONLY ONE ALTERNATE (#4 - BETTER INSULATION) WAS
CHOSEN BY THE BOARD. THE ARCHITECTS RECOMMENDED ACCEPTING
THE LOW BID BY COASTAL STEEL BUILDINGS, INC., WHO ALSO WAS THE
LOW BIDDER ON ALT. 4, AT $ 1,686.00. AFTER DISCUSSION,
COUNCILMAN FORD INTRODUCED IN WRITING, AND MOVED FOR THE
ADOPTION OF, THE FOLLOWING RESOLUTION. SECONDED BY
COUNCILMAN JONES, MOTION PASSED UNANIMOUSLY:

BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF FAIRHOPE, ALABAMA,
THAT MAYOR JAMES P. NIX IS HEREBY AUTHORIZED TO EXECUTE A CONTRACT BETWEEN THE
CITY, ITS RECREATION BOARD, AND COASTAL STEEL BUILDINGS, INC., OF FOLEY, AL, FOR
THE CONSTRUCTION OF THE FAIRHOPE MUNICIPAL GYMNASIUM PHASE I SHELL As PER
THE SPECIFICATIONS PREPARED BY WALCOTT, ADAMS, & VERNEUILLE; ARCHITECTS; AT A BID
OF $ 122,033.00 FOR THE BASE BID, PLUS $ 1,686.00 FOR ALTERNATE #4 (BETTER
INSULATION), OR A TOTAL OF $ 1 23,7 1 9.00.
ADOPTED THIS 28TH DAY OF OCTOBER, 1 098.

COUNCILMAN FORD MOVED TO RESCHEDULE THE NEXT
REGULAR COUNCIL SESSION, DUE TO THE VETERANS DAY HOLIDAY,
FROM MONDAY, NOVEMBER I I TH, TO TUESDAY, NOVEMBER 12TH,
SAME TIME AND PLACE. SECONDED BY COUNCILMAN JONES, MOTION
PASSED UNANIMOUSLY.
COUNCILMAN JONES REPORTED THAT HE AND HIS COMMITTEE,
COUNCILMEMBERS BISHOP AND PUCKETT, INVESTIGATED THE REQUEST
BY MRS. JANASEK FOR A FOUR-WAY STOP SIGN AT THE INTERSECTION OF
PECAN AND SATSUMA AND IT IS THEIR RECOMMENDATION TO HAVE THE
SIGN INSTALLED. AFTER DISCUSSION, COUNCILMAN JONES MOVED TO
HAVE THE SIGN INSTALLED. SECONDED BY COUNCILMAN FORD, MOTION
PASSED UNANIMOUSLY.
UPON INVITATION FOR ANY OTHER BUSINESS, MR. JAMES
BRYNE OF WHITE GROVE SUBDIVISION ADDRESSED THE COUNCIL ON THE
PROBLEM HIS NEIGHBORHOOD IS HAVING WITH ON STREET PARKING ON
HUCKNALL & LOWERY STREETS. MAYOR PRO TEMP BISHOP APPOINTED
COUNCILMAN JONES AND GENERAL SUPERINTENDENT PHIL RUTHERFORD
TO LOOK INTO THE SITUATION AND MAKE A RECOMMENDATION TO COUNCIL
AT THE NEXT REGULAR MEETING.
THERE BEING NO FURTHER BUSINESS, MEETING WAS DULY
ADJOURNED AT 5:50 P.M.
