PRESENT WERE MAYOR JAMES P. Nix; COUNCILMEMBERS JOHN V. DUCK, MICHAEL A. FORD, DAVID E. BISHOP, JEANETTE PUCKETT, AND LAYTON OVERSTREET; AND CITY CLERK EVELYN P. PHILLIPS. CITY ATTORNEY MARION E. WYNNE ARRIVED AT 5:36 P.M. THERE BEING A QUORUM PRESENT, MAYOR NIX CALLED THE MEETING TO ORDER. MINUTES OF THE 10 JUNE 1996 REGULAR SESSION WERE DULY APPROVED. COUNCILMAN OVERSTREET MOVED TO APPROVE A REQUEST FROM THE FIRST BAPTIST CHURCH TO CLOSE SECTION STREET, BETWEEN WHITE AVENUE AND NICHOLS AVENUE, FROM 6:00 PM TO 8:00 PM, ON WEDNESDAY, 3 JULY 1996. SECONDED BY COUNCILMAN BISHOP, MOTION PASSED UNANIMOUSLY. COUNCILMAN OVERSTREET REPORTED HE AND HIS COMMITTEE (COUNCILMAN BISHOP AND SUPT. RUTHERFORD) REVISITED MR. RAYMOND ZICARELLI AND LOOKED AT THE NEIGHBORHOOD'S REQUEST THAT A 3-WAY STOP SIGN BE INSTALLED ON LAUREL AVENUE. THE COMMITTEE HAD RECOMMENDED THAT NO SIGN BE PLACED THERE. COUNCILMAN OVERSTREET SAID HE WOULD MOVE TO HAVE THE SIGN INSTALLED, BUT ONLY ON A TEMPORARY BASIS. SECONDED BY COUNCILWOMAN PUCKETT, MOTION PASSED UNANIMOUSLY. COUNCILMAN BISHOP MOVED TO AUTHORIZE BIDS TO CONSTRUCT A WASTEWATER TREATMENT PLANT OUTFALL LINE. SECONDED BY COUNCILMAN DUCK, MOTION PASSED UNANIMOUSLY. COUNCILMAN FORD MOVED TO APPROVE CHANGE ORDER #2, A DECREASE OF $ 1 ,366.40, FOR AMMONS & BLACKMON CONTRACT ON WATERLINE EXTENSION. SECONDED BY COUNCILMAN DUCK, MOTION PASSED UNANIMOUSLY. COUNCILMAN OVERSTREET MOVED TO DECLARE JULY 5, 1996, A HOLIDAY IN ADDITION TO JULY 4TH. SECONDED BY COUNCILWOMAN PUCKETT MOTION PASSED UNANIMOUSLY 1795 24 JUNE 1 996 COUNCIL TOOK THE FOLLOWING ACTION ON BIDS FOR A POLICE CAR, TO BE PAID FOR BY DRUG FUND MONIES: VENDOR COST DELIVERY STEBER CHEVROLET DAPHNE 16,176.50 1 DAY BAYVIEW FORD DAPHNE 16,689.85 3 DAYS MOYER FORD FOLEY 19,559.00 1 DAY IT IS RECOMMENDED TO ACCEPT THE LOW BID BY STEBER CHEVROLET. 1 - J. ANDER50N --W. SMITH POLICE CHIEF PURCHASING AGENT COUNCILWOMAN PUCKETT MOVED TO ACCEPT THE LOW BID OF $ 1 6,1 76.50, PROVIDED ALL SPECIFICATIONS ARE MET. SECONDED BY COUNCILMAN BISHOP, MOTION PASSED UNANIMOUSLY. PUBLIC WORKS SUPERINTENDENT Tim KANT ADVISED PEOPLE THAT SOME TIME RECYCLES, TRASH, OR GARBAGE MAY BE LEFT AND PICKED UP LATER DUE TO THE NEW RULES IMPOSED UPON US BY ADEM. COUNCILMAN FORD STATED HE THOUGHT ALL MUNICIPALITIES OUGHT TO BAND TOGETHER AND FORCE ADEM TO GIVE US A SET OF RULES TO GO BY INSTEAD OF SEEMING TO MAKE UP RULES AS THEY GO ALONG. HE FELT THE ALABAMA LEAGUE SHOULD BE ASKED FOR HELP ON THIS. SUPT. KANT ALSO ANNOUNCED THAT GARBAGE AND TRASH ROUTES WILL RUN AS USUAL ON JULY 4TH AND 5TH. MAYOR NIX ANNOUNCED FIREWORKS AT THE PIER, ON JULY 4TH, WILL BE SET OFF AT 8:45 PM, UNDER THE SUPERVISION OF THE FAIRHOPE VOLUNTEER FIRE DEPARTMENT. MR. VINCE VALENTIM SAID HE THOUGHT SOME OFFICIAL RECOGNITION OF THE LATE GEORGE LENNICX SHOULD BE TAKEN BECAUSE OF THE PART MR. LENNICX PLAYED IN BRINGING LITTLE LEAGUE BASEBALL TO FAIRHOPE. PASTOR MIKE WOODS, VINEYARD CHRISTIAN FELLOWSHIP CHURCH OF DAPHNE, ANNOUNCED HIS GROUP WOULD BE AT THE PIER ON JULY 7TH SINGING SONGS AND ENTERTAINING CHILDREN WITH FACE -PAINTING, ETC., AND HE WANTED TO KNOW IF ANY SPECIAL PERMIT WOULD BE REQUIRED FOR THEIR SMALL SOUND SYSTEM.
