5:30 PM; FAIRHOPE MUNICIPAL COMPLEX COUNCIL CHAMBER; 1 6 1
NORTH SECTION STREET; FAIRHOPE, ALABAMA 36532; ON
MONDAY, 25 MARCH 1996.
PRESENT WERE MAYOR JAMES P. Nix; COUNCILMEMBERS JOHN V.
DUCK, MICHAEL A. FORD, DAVID E. BISHOP, JEANETTE PUCKETT, AND
LAYTON OVERSTREET; CITY ATTORNEY MARION E. WYNNE AND CITY CLERK
EVELYN PHILLIPS. NO ONE WAS ABSENT.
THERE BEING A QUORUM PRESENT, MAYOR NIX CALLED THE
MEETING TO ORDER. MINUTES OF THE 1 4 MARCH 1996 REGULAR
SESSION WERE DULY APPROVED.
COUNCIL REVIEWED A PROPOSAL FROM THE BOYS & GIRLS CLUB,
OFFERING TO LEASE THE YOUNG STREET RECREATION CENTER. AFTER
GOING OVER WHAT THE FACILITY WOULD BE USED FOR, COUNCILMAN
DUCK MOVED TO APPROVE THE LEASE. SECONDED BY COUNCILWOMAN
PUCKETT, MOTION PASSED UNANIMOUSLY.
MS. CHRISTY MICELI ADDRESSED THE COUNCIL WITH A REQUEST TO
RENT WAVE RUNNERS ALONG PIER STREET PIER. AFTER DISCUSSION, MS.
MICELI WITHDREW HER REQUEST.
COUNCIL REVIEWED A REQUEST FROM THE ALABAMA SPORTS
FESTIVAL TO USE THE BEACH TO HAVE A BIKE RACE. MAYOR APPOINTED
COUNCILMAN DAVID BISHOP TO RESEARCH THE DATE OF THIS EVENT AND
MAKE A REPORT TO THE COUNCIL.
COUNCILMAN OVERSTREET REPORTED HE AND HIS COMMITTEE
(COUNCILMAN BISHOP, GEN. SUPT. PHIL RUTHERFORD) HAD STUDIED THE
TWO INTERSECTIONS WHERE IT HAD BEEN REQUESTED TO PUT UP A 3-WAY
STOP SIGN AND A SINGLE STOP SIGN. THEIR RECOMMENDATIONS WERE AS
FOLLOWS:
SATSUMA STREET AND LAUREL AVENUE - NO SIGN NEEDED
PECAN STREET AND SATSUMA STREET - NO SIGN NEEDED

COUNCILMAN OVERSTREET MOVED THAT THE RECOMMENDATIONS BE
ACCEPTED, COUNCILMAN DUCK SECONDED AND, MOTION CARRIED
UNANIMOUSLY.
CITY ATTORNEY MARION WYNNE REPORTED THAT THE REQUEST
MADE BY MR. JOHN ROGERS, 306 NORTH SUMMIT TO BUILD A FENCE
ONTO CITY PROPERTY ADJACENT TO THE WASTEWATER TREATMENT PLANT
WOULD VIOLATE A CLAUSE IN THE AGREEMENT BETWEEN THE CITY AND THE
FAIRHOPE SINGLE TAX CORPORATION WHEREBY THE PROPERTY WAS
ORIGINALLY DEEDED TO THE CITY. UPON THIS REPORT MR. ROGERS
WITHDREW HIS REQUEST.
COUNCIL TOOK THE FOLLOWING ACTION ON BIDS:
