Minutes of Fairhope Airport Authority
December 17, 2019
The Fairhope Airport Authority met December 17, 2019 at 3 :30PM in the Council
Chambers at 161 N Section Street .
Present: Joe McEnerney, Chairman, Will Bruce, Chip Groner and Don Lagarde.
Vince Boothe, Jack Burrell, and Amy Pearson were absent. Also present was Josh
Myrick, Attorney. Cynthia A Boothe took the minutes .
The minutes of the November 19, 2019 were considered and approved with a
motion by Chip Groner, second by Don Lagarde and unanimously passed .
Fairhope Airport Authority Operations: Chip Groner reported that 3 Runway, 6
Taxiway and 2 PAPI lights are out and Kyle Klinner is working to get the lights
replaced or fixed.
Update of the Flight Feeder System: Chip Groner reported that he and David
Shear have been talking to Flight Aware and are working on an application to see
if the Airport qualifies for free installation.
Update on the FAA Based Aircraft Inventory Program-2021 Biennial National
Plan of Integrated Airport Systems (NPIAS) Report: Joe McEnerney stated that
he and David Shear have completed and sent in the report.
Discussion and approval of being the host City for the start of the 2024 Air Race
Classic: Joe McEnerney stated that the Airport has the opportunity to host the
2024 Air Race Classic and is working on sponsorships from Continental Aerospace
Technologies and the City of Fairhope . A motion was made by Will Bruce to host
the event, second by Chip Groner and unanimously passed .
Discussion of efforts to recruit and mobilize volunteers as part of the Authority's
Advisory Board: Will Bruce stated that he will be keeping in touch with all the
Advisory Board members to keep them up to date on the Authority's activities to
help keep them engaged and involved with the Airport Authority.
Discussion of the development of the 62 acres on the east side south of the new
hangar plats: Don Lagarde stated that development of this parcel is on hold until
it can be determined whether they can sell or lease it to developers . Joe
McEneney stated that is a meeting scheduled on January 7t h with the proposed
developer, Volkert, and the Authority's attorney to try to clarify the issue.
Discussion of the development of the West Side commercial park: Don Lagarde
stated that he is not having much luck getting a real estate agent to help with
marketing the West Side . Joe McEnerney stated that he planned to schedule a
meeting in early January with Lee Lawson with the Baldwin County Economic
Alliance to see what else could be done to help market the property.
Discussion and Approval of the revised H L "Sonny" Callahan Airport Security
Plan: Chip Groner reported that he has been working on the revisions to the H. L.
"Sonny" Callahan Airport Security Plan with input from Joe McEnerney and Don
Lagarde. Chip Groner said that he will have the revised plant completed and sent
to ALDOT by the January 1, 2020 deadline. Chip Groner made a motion to
approve all the changes to the Security Plan, second by Don Lagarde and
unanimously passed .
Discussion of the development of new plats on the southwest side of the
Airport: Don Lagarde introduced Dr . Bill Henry and Don Hansen (members of
Fairhope Hangar Partners) who are interested in building box hangars on the
southwest side of the Airport . Don Hansen went over their proposal which was
followed by a group discussion. After the discussion, a motion was made by Don
Lagarde to tentatively move forward with a lease application for Fairhope Hangar
Partners, second by Chip Groner and unanimously passed.
Attorney's Report:

Update on the IRS audit for the Airport Improvement Bonds, Series 2007: No
report .
Recovery for south side fence repair : Joe McEnerney stated that approximately
100 feet of fence was damaged on Bishop Road and it will cost $2,500 .00 for the
repairs. Josh Myrick stated that the Authority could file in small claims court to
attempt to recover the cost of repairs from the responsible party. A motion was
made by Will Bruce to authorize Josh Myrick to file with small claims court,
second by Chip Groner and unanimously passed.
Review and approval of the changes to the Authority's standard hangar lease :
Josh Myrick went over the revised lease followed by a group discussion . After the
discussion a motion was made by Will Bruce to approve the lease with certain
changes in insurance coverage suggested by the Authority members, second by
Chip Groner and unanimously passed .
Update on negotiations with tenants for ground leases for the East Si de : Josh
stated that he would be sending a copy of the new lease to all prospective
tenants and that they would have 30 days to sign and return the lease to him.
Continental Aerospace Technologies report: Nick Van Houten introduced himself
as the new FBO Operations Manager for Continental Aero :
Additional landscaping at the entrance along North hangar: No Report
Update on the disposal of abandoned aircraft at the Airport : Josh Myrick
reported that he is attempting to contact the owner at the last known address
and advertising in the newspaper. If contact with the aircraft owner cannot be
made, then the Authority can legally dispose of the airplane.
Audit of ai rcraft owner's liability insurance for Fairhope based aircraft : Don
Lagarde stated that David Shear has been working on that list and asked Nick to
follow up to see if it has been completed .
Review of Continental Aerospace Technologies ' environmental liability insurance:
Joe McEnerney stated he felt the insurance issue has been resolved .
NetJet customer promotion : Nick Van Houten stated that the last week of March
there will be a NetJet customer promotion and a concurrent fly -in of classic war
birds . He will let the board know when the date is finalized and invite the
Authority members to attend .
Engineer's Report: Joe McEnerney stated that the construction of the east side
hangar access road is completed and that the final walk through is scheduled for
Thursday morning at 9 :00AM. He also stated that the Authority should receive
the tentative list of AIP approved projects for 2020 from the FAA in late January.
Treasurer's Report: Joe McEnerney stated that the financials are in good order
and went over the expenses for November.
