OSTED Fairhope Airport Authority Agenda October 15, 2019 4:00 pm in the Council Chambers City Hall -161 North Section Street, Fairhope, AL 1. Call to Order by the Chairman -Joe McEnerney . 2 . Determination that there is a Quorum for the meeting 3. Approval of the Authority Minutes for the September 17 , 2019 regular meeting . 4 . Fairhope Airport Authority Operations -Chip Groner a. Schedule of Future Meetings: November 19, 2019 (Note: Regular meetings are on the 3rd Tuesday of each month at 4:00 pm in the Council Chambers at City Hall, 161 North Section Street, Fairhope, AL.) Minutes of Fairhope Airport Authority October 15, 2019 The Fairhope Airport Authority met October 15, 2019 at 4:00PM in the Council Chambers at 161 N Section Street. Present: Joe McEnerney, Chairman, Don Lagarde, Chip Groner, Vince Boothe, Will Bruce and Amy Pearson. Jack Burrell was absent. Also present was Josh Myrick, Attorney. Cynthia A Boothe took the minutes. The minutes of the September 17, 2019 meeting were considered and approved with a motion by Don Lagarde, second by Chip Groner and unanimously passed. Update of the Flight Feeder system: Chip Groner and Joe McEnerney reported that they are looking at several flight data capture systems that would be able to track aircraft that have transponders. The systems would be able to capture both take offs and landings at the Airport. Fairhope Airport Authority Operations: Chip Groner reported that the Runway light status is good . There are no NOTAMS issued, six taxiway lights are out, and one directional sign is out. Kyle Klinner is working on replacing the lights that are out. Approval of a "Letter of intent" for Jay Taffet for the development of the Regency Hangars: Don Lagarde stated that he, Chip Groner and Joe McEnerney had met with Jay Taffet, with Gracenjules out of New Orleans. Jay plans to develop T-hangars and corporate hangars at the Airport on a "best efforts" basis. After development the hangars would be converted into "condo units" and sold . After a group discussion, a motion was made by Will Bruce to approve the letter of intent and work with Mr Taffet, a second by Chip Groner and it unanimously passed. Approval of. a resolution stating the Authority will be responsible for appropriating the matching funds for the 2020 AIP grant: Joe McEnerney asked for a motion stating that the Authority has the matching funds available for the 2020 AIP grant. A motion was made by Vince Boothe, second by Amy Pearson and unanimously passed . Discussion on the development of the 62 acres on the east side south of the new hangar plats: Don Lagarde stated that he would like to form a committee to determine the best use for the undeveloped 62 acres of property on the east side of the Airport. After a group discussion, Don made a motion to nominate himself, Vince Boothe and Joe McEnerney for the committee with Chip Groner as an alternate. The committee will report back to the Authority at the December meeting. Will Bruce made a second and it unanimously passed. Don then made a motion to spend up to $1,000.00 for two signs to advertise the property for sale on the west side, second by Vince Boothe and unanimously passed. Modification of the "Notice of Availability'' for the east side hangars: Joe McEnerney stated that he would like to make a motion to remove the $500,000.00 minimum building cost from the "Notice of Availability" for the east side hangar. The motion was second by Chip Groner and unanimously passed. Possible future events at the Fairhope Airport: Joe McEnerney stated that he was not able to get the Eastern Shore Chamber of Commerce to partner with the Airport for a Festival of flight in May of 2020 so that event will be put on hold for now and re-visited at a later date. He also stated that Pam Caudill is working with the Air Race Classic (ARC) for Fairhope to be the terminus for 2023 or a starting point for the 2024 ARC. Continental Aerospace Technologies report: David Shear Additional landscaping at the entrance along the North hangar: David suggested that a fence be put up to cover the plumbing and rocks to cover the full length . He will get prices and report back to the Authority. Update on the disposal of abandoned aircraft at the Airport: Josh Myrick stated that a court order should be obtained to dispose of the Bonanza aircraft that has been abandoned. David stated two of the other aircraft that are abandoned are paying customers and he is investigating the other abandoned aircraft. Vince Boothe made a motion to have Josh Myrick move forward with getting a court order to declare the Bonanza aircraft abandoned for disposal, second by Chip Groner and unanimously passed. Audit of aircraft owner's liability insurance for the Fairhope based aircraft: Don Lagarde stated that he and David Shear are working to document the insurance status for the Airports base customers. Review of Continental Aerospace Technologies' environmental liability insurance and environmental management program for the Airport: David stated that there is a meeting scheduled with Joe McEnerney and Don Lagarde on November 24 t h to d iscuss this matter. Attorney's Report: Update on the preparation of IRS audit response for the Airport Improvement Bond, Series 2007: Josh Myrick stated that Thomas Longino has prepared the response to the IRS and the IRS should receive the response today . The Authority is now on standby to see if there will be a future request for information. Update on negotiations with tenants for ground leases for the East Side : Plat-10 -Cunningham/ Foster-Joe is waiting to hear back from them . Plat -11 -Executive Aviation (Kel Jones)-Lease terms are being finalized and we are waiting to hear back from Kel Plat-12 -Zach McNeil -Joe is waiting to hear back from him . Duncan Gillis: On hold at this time . Engineer's Report: Review of 2024-2024 Fairhope Airport Capital Improvement Plan: Joe McEnerney went over the plan which was followed by a group discussion of the plan and construction priorities outlined in the plan. Update on the $250,000 .00 Aeronautics Bureau grant for the general aviation term i nal : Joe McEnerney stated that he spoke with Dr . Eagerton and explained that the Airport would not be ready to build the general aviation terminal on the east side this year but plan to start construction in 2020 . Dr. Eagerton said the the Authority would be on the top of the list for an ALDOT discretionary award for next year. Treasurer's Report: Amy Pearson stated that she had no update on the year end (9/30/2018) adjustments proposed by COF's auditor (Warren Averett} at this t i me . Amy then stated that the financials are in good order and went over the monthly expenses for September.
