Minutes of Fairhope Airport Authority
August 20, 2019
The Fairhope Airport Authority met August 20, 2019 at 4 :00PM in the Council
Chambers at 161 N Section Street.
Present : Joe McEnerney, Chairman, Don Lagarde, Vince Boothe, Chip Groner, Amy
Pearson, Will Bruce, and Jack Burrell. Also present was Josh Myrick, Attorney.
Cynthia A Boothe took the minutes .
The minutes of the July 16, 2019 meeting were considered and approved with a
moti on by Will Bruce, second by Chip Groner and unanimously passed .
Fairhope Airport Authority Operations: Chip Groner reported that there one
runway light is out, and six directional signs are out, and we are waiting on parts
to repair them.
Update on the Authority's Insurance: Joe McEnerney went over with the Board
the cost of flood insurance for the North and South Hangars and after a group
discussion it was decided to take no action at this time . He will get quotes from
John A. Robertson Insurance Company for the cost of flood insurance on the T-
Hangars and report back at the next meeting .
Update of power washing/painting of the northern most T-Hangar: Joe
McEnerney reported that North most T-hangar has been power washed and
primed and the painting of the hangar has started .
Appointment of a committee to nominate 2019-2020 Authority Officer Slate:
Joe McEnerney stated that it was time to appoint a committee for the Authority
to nominate the Authority's Officer for next year . Vince Boothe, Chip Groner and
Will Bruce volunteered to be on the committee . The committee will report back
to the Board in the September meeting with their suggested nominations.
Discussion of Flight Training at the Airport: This item has been tabled at this
time .
Discussion of the Flight Feeder system: Chip Groner reported that he had looked
at a couple of systems that would help monitor aircraft operations at the Airport.
He feels that the system would be able to give the Authority and Continental
Aerospace valuable information in respect to aircraft traffic into and out of the
Airport. After a group discussion, Chip suggested that a demonstration could be
arranged at Jack Edward Airport (in Gulf Shores) for anyone on the Authority who
would like to see how the system works to help with the decision making.
Discussion of the development of the West Side commercial park: Don Lagarde
introduced David Milstead of Bellator Real Estate to give a report of what might
be the best use of the property on the West Side. David spoke to the group about
different ideas to market the West Side property and asked for input from the
group about how they would like to see the land developed . After a group
discussion, David said he would put together the information he gathered from
the Authority members and report back.
Possible future events at the Fairhope Airport Festival of Flight: Joe McEnerney
reported that he has talked to the Eastern Shore Chamber of Commerce about
being a co -sponsor of the Festival of Flight in May 2020. He also reported that
Pam Caudill was working to have Fairhope again as the terminus for the Air Race
Classic.
Continental Aerospace Technologies report: David Shear
David introduced Matt Owens who is the new Director of MRO Operations for
Continental Services.
Update on the repair of weather stripping and rollers on T-hangars : The weather
stripping is completed .
Additional landscaping at the entrance along the North Hangar: No report at this
time .
Replacement of sky light in South hangar: Work is completed.
Update on the disposal of abandoned aircraft at the Airport: David has been in
contact with three of the four owners. One is removing his aircraft, two are still
paying customers. One is truly abandoned, and he has been unable to contact
the owner.
"Ninety Nines 11 sponsored Poker Run is scheduled for September 28: They are
expecting between nine and fifteen aircraft to participate.
Attorneys Report: Josh Myrick
Update on IRS audit of Airport Improvement Bonds, Series 2007: There have
been no follow-up requests for information.
Update on negotiations with tenants for ground leases for the East side: Josh has
the lease for Kell Jones with Executive Aviation ready to sign for P-10. He is still in
negotiations with Duncan Gillis for P-12. Josh will email a copy of the lease to the
Authority members in case there are any questions before approval.
Update on negotiations with the tenant for the West Side ground lease: Josh
stated that they are almost through with the negotiations for the lease with Mr
Goldberg.
Revised Ethics Commissions opinion affecting Airport Authorities in the state:
Josh stated that the Authority members are subject to the Ethics Act and may be
required to file a statement of Economic Interest if they are compensated more
than $75,000.00 of public funds, and are subject to rules for marketing activities .
Review of Continental Aerospace Technologies' and tenants environmental
liability insurance: No report at this time.
Engineer's Report:
2018 AIP update-Final inspection "punch list11
: Joe McEnerney reported that there
are still a few things left to do but everything should be completed by next week.
2019 AIP update: Joe reported that that the grant paperwork is completed, and
they should be able to start construction around October 1st •
Update on $250,000.00 Aeronautics Bureau grant for general aviation terminal:
Joe stated that he felt the Authority would receive The Aeronautics Bureau
(ALDOT) grant but would not be certain until about early October.
Treasurer's Report: Amy Pearson reported that the financials are in good order
and went over the monthly expenses . She also submitted a proposed budget for
2019-2020.
There being no further business, the meeting was adjourned at 5:50PM with a
motion by Vince Boothe, second by Jack Burrell and unanimously passed .
