HomeMy WebLinkAbout03-12-1990 Regular Meeting1085 STATE OF ALABAMA Z COUNTY OF BALDWIN X The City Council, City of Fairhope, met in regular session at 5:30 pm; Fairhope Municipal Complex Council Chamber; 161 North Section Street; Fairhope, Alabama 36532; on Monday, 12 March 1990. Present were Mayor James P. Nix; Councilmembers Roy C. White, Jeanette Puckett, David E. Bishop, and Michael A. Ford; City Attorney Marion Wynne and City Clerk Evelyn Phillips. Councilman Barney L. Shull was absent. There being a quorum present, Mayor Nix called the meeting to order. Minutes of the 26 February 1990 regular session were duly approved. Councilman Bishop introduced ORDINANCE NO.850, an ordi- nance to amend certain sections of the Fairhope Code of Ordi- nances Article II Health and Sanitation, Sewage Disposal. In order to take immediate action, Councilwoman Puckett moved to suspend the rules. Seconded by Councilman Ford, motion to suspend passed unanimously by the following vote: AYE - White, Puckett, Nix, Bishop and Ford. NAY - none. Councilman Bishop then moved for final adoption of Ordinance No. 850. Seconded by Councilwoman Puckett, motion to final adopt passed unanimously by the following vote: AYE - White, Puckett, Nix, Bishop, and Ford. NAY - none. A public hearing on the following proposed ordinance to rezone Fairhope Single Tax Corporation/George Klumpp property was held as advertised in the EASTERN SHORE COURIER, issues on 2/17 and 2/24/90. No one present was opposed to changing the zoning from Residential/Agriculture to R2 Medium Density Single Family Residential on the property located on the cor- ner of Morphy Avenue $ Thompson Hall Road. There was approval by the Planning & Zoning Commission. Councilman White intro- duced ORDINANCE NO. 8S1 to rezone as requested. In order to take immediate action, Councilman Bishop moved to suspend the rules. Seconded by Councilwoman Puckett, motion to suspend passed unanimously by the following vote: AYE - White, Puckett, Nix, Bishop, and Ford. NAY - none. Councilman White then moved for final adoption of Ordinance No. 851. Seconded by Councilwoman Puckett, motion to final adopt passed unanimously by the following vote: AYE - White, Puckett, Nix, Bishop, and Ford. NAY - none. A public hearing on the following proposed ordinance to annex and rezone BTC, INCORPORATED, property was held as advertised in the EASTERN SHORE COURIER, issues on 2/17 and 2/24/90. No one present was opposed to the annexation and requested R2 Medium Density Single Family Residential zoning on the property located south of Gayfer Avenue Extension and west of County Road 27. There was approval by the Planning 12 March 1990 1086 and Zoning Commission. Councilman Ford introduced ORDINANCE NO. 852 to annex and rezone as requested. In order to take immediate action, Councilman Bishop moved to suspend the rules. Seconded by Councilwoman Puckett, motion to suspend passed unanimously by the following vote: AYE - White, Puckett, Nix, Bishop, and Ford. NAY - none. Councilwoman Puckett then moved for final adoption of Ordinance No. 852. Seconded by Councilman Bishop, motion to final adopt passed unanimously by the following vote: AYE - White, Puckett, Nix, Bishop, and Ford. NAY - none. Council reviewed a petition for annexation by FREDERICK G. NELSON and ELIZABETH N. REDLICH, all the owners of property located at the western end of Echo Lane West just outside the corporate limits at the edge of Covered Bridge Estates Unit 5 subdivision. The property is a residential lot and will have automatic Rl use. Councilman White introduced ORDINANCE NO.853 to annex as requested. In order to take immediate action, Councilwoman Puckett moved to suspend the rules. Seconded by Councilman Bishop, motion to suspend passed unanimously by the following vote: AYE - White, Puckett, Nix, Bishop, and Ford. NAY - none. Councilman White then moved for final adoption of Ordinance No. 853. Seconded by Councilman Ford, motion to final adopt passed unanimously by the following vote: AYE - White, Puckett, Nix, Bishop, and Ford. NAY -none. Mayor Nix reported that the Airport Board had been con- tacted by someone interested in being a base operator at the Municipal Airport. Heretofore only one base operator has been located at our airport. In order to discuss a possible second operator, the Board requests that the City Attorney review their Minimum Standards for Base Operators, last reviewed in 1987, for possible updating and incorporation of needed new standards. Councilman Bishop moved to authorize the City Attorney to review and prepare a new set of Minimum Standards. The Standards, after review by the Airport Board, will then be presented to the Council for adoption. Seconded by Councilwoman Puckett, motion passed unanimously. Councilman White moved to pay bills as presented. Seconded by Councilwoman Puckett, motion passed unanimously. Meeting was duly adjourned at 5:39 pm. James P. Nix, Mayor City C erk
