STATE OF ALABAMA
COUNTY OF BALDWIN
The City Council, City of Fairhope, met in regular session
at 5:30 pm; Fairhope Municipal Complex Council Chamber;
161 North Section Street; Fairhope, Alabama 36532; on
Monday. 4 December 1989.
Present were Mayor James P. Nix; Councilmembers Roy C.
White, Jeanette Puckett, David E. Bishop, Michael A. Ford,
and Barney L. Shull; City Attorney Marion Wynne and City
Clerk Evelyn Phillips. No one was absent.
There being a quorum present, Mayor Nix called the meeting
to order. Minutes of the 13 November 1989 regular session
were duly approved.
Council reviewed the following bids on two police cars:
VENDOR TOTAL COST DELIVERY
Steber Chevrolet, Daphne $ 27,297.00 90-120 days
Gaston Ford, Daphne $ 29,076.50 90-120 days
Moyer Ford, Foley No Bid
It is recommended to accept the low bid by Steber Chevrolet as all
specifications are met. --W. Smith, Purch. Agt.

Councilwoman Puckett moved to accept the low bid of $27,297.00
by Steber Chevrolet as recommended. Seconded by Councilman
Ford, motion passed unanimously.
Ms. Jan Nadler, South Central Bell, presented a request
to lease space on and near the water tank on Nichols Avenue
for the installation of an antenna on top of the tank and
the construction of a 12' x 12' building at the base of the
tank for a proposed SCB Bellboy Radio Paging System. After
discussion, Councilman Bishop introduced, and moved for the
adoption of, the following resolution. Seconded by Councilman
Ford, motion passed unanimously:
RESOLUTION NO. 299-89
BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF FAIRHOPE
That Mayor James P. Nix is hereby authorized to negotiate
and execute a contract between the CITY and SOUTH CENTRAL BELL
for the lease of antenna & building space at the Nichols Avenue
Water Tank on terms of $700.00 per year for ten years with two
five-year options. Said contract to be prepared by the legal
department of SCB and executed after review by the City Attorney
and the Mayor as to liability items and a cancellation clause.
ADOPTED THIS 4th DAY OF DECEMBER 1989.

for the Council Recycling Committee:

FROM: COUNCIL RECYCLING COMMITTEE.
SUBJECT: FINAL REPORT.
1. THE COUNCIL RECYCLING COMMITTEE RECOMMENDS:
A. WITH RESPECT" TO THE POSSIBLE APPLICTION OF A SOUND AND
PROGRESSIVE [RECYCLING PROGRAM THE FOLLOWING ITEMS.....
(1) THAT A BONAFIDE AND DYNAMIC RECYCLING PROGRAM DUES
HAVE PONTENTIAL MERIT, PARTICULARLY IN THE AREAS
OF LANDFILL AND RISING COSTS IN TIPPING FEES.
(2) THAT A LONG RANGE PLAN FOR WASTE MANAGEMENT BE
DEVELOPED FOR THE CITY OF FAIRHOFE, ALA.
(31) THAT IT IS STRONGLY ADVISED AT THIS TIME TO USE
COMMERCIAL OR BUSINESS ENTERPRISES TO PREPARE AND
PFROVIDE PROPOSALS FOR RECYCLING ENDEAVORS IN THE
AREAS OF RECYCLING FOR RECEIVING AND PROCESSING
CENTERS, CURBSIDE COLLECTION AND RE -SALE. THESE
PROPOSALS CAN BE BASED UPON MARKET SURVEYS
PERFORMED BY THE OFFERORS FIRM AND A FRANCHISE
ESTABLISHED.
(4) THAT A JOINT COUNCIL/CITIZEN COMMITTEE BE

PRUY=USALS Al" SUCH TIME THAT THE MARKET STABILIZES.
NOTE: THESE CONSIDERATIONS HAVE BEEN FORMULATED AFTER CAREFUL
CONSIDERATION, REVIEW AND DISCUSSION. IT IS ALSO NOTED THAT THE
ORIGINAL [RECYCLING REPORT, DATED: MAY, 1969, WHICH WAS PREPARED FOR
THE CITY, IT WAS REPORTED ON PAGE 25 THAT SMALLER COMMUNITIES IN
BALDWIN CO. WOULD NOT FIND THE COLLECTION OF RECYCLE MATERIALS FOR
RE -SALE THROUGH PROCESSING CENTERS PROFITABLE TO MAINTAIN. THE
COMMITTEE FOUND THAT THIS IS ALSO TRUE, AT THIS TIME, FOR FAIRHOPE.
THIS fX COULD CHANGE IF A COOPERATIVE OF THE AREA COMMUNITIES WAS
POSSIBLE OR INTERESTED. THERE IS ALSO A POSSIBILITY THAT SHUNTING
ORGANIC GARBAGE INTO THE SEWAGE STREAM THROUGH GARBAGE DISPOSALS
WOULD REDUCE LANDFILL PRESSURE, HOWEVER, THIS WOULD ONLY SHIFT TIiF_
PROBLEM TO THE SEWER PLANT WHICH IS ALREADY OVER TASKED AND THIS
REMEDY IS FAR GREATER IN COST TO ALLEVIATE.

After discussion, Mayor Nix asked the Council to consider
the recommendations made by the Council Committee and, if
a Joint Committee is to be established, to be prepared to
offer names at the next regular session for appointment to
such a committee.
Meeting was duly adjourned at 5:50 pm.
