The Fairhope Airport Authority met June 19, 2018 at 4:OOPM in the Delchamps
Suite Room 1, in the Civic Center at 161 N Section Street.
Present: Joe McEnerney, Chairman, Pam Caudill, Ray Hix, and Will Bruce. Absent
were Jack Burrell, Vince Boothe and Chip Groner. Also present was Josh Myrick,
attorney. Cynthia A Boothe took the minutes.
The Minutes of the May 15, 2018 meeting were considered and approved with a
motion by Pam Caudill, second by Will Bruce and unanimously passed.
Nomination and appointment of an Advisory Board for the Fairhope Airport:
Pam Caudill stated that she has completed a draft of the application to put on the
Airport's social media sites.
Update on the review of the Sonny Callahan Airport Minimum Standards: Pam
Caudill stated that the review should be completed by August 1st. Ray Hix stated
that he and Vince Boothe were still working on their items for the review.
Approval to make application for 2018 AIP FAA/ALDOT-Total $3,617,020.00:
FAA participation (90%) = $3,255,318.00
State participation (5%) = $180.851.00
Airport Authority participation (5%) = $180,851.00
Hank Eubanks of Volkert and Joe McEnerney summarized the bid process for the
awarding of a contract to complete the development of the Airport East Side
project. After the discussion, Ray Hix made a motion to go forward with the
2018 grant application for AIP FAA/ALDOT-Total $3,617,020.00, second by Pam
Caudill and unanimously passed.
Approval of contractor for 2018 AIP grant: Joe McEnerney stated that after the
review of the bids for the Airport East Side Project that Cunningham Delaney
Construction, LLC was the low bidder for the project. Accordingly, if the Authority
receives the grant from FAA/ ALDOT to complete the Airport East Side project
Cunningham DeLaney Construction, LLC will receive the contract. Ray Hix made a
motion to accept Cunningham Delaney Construction as the low bidder, second by
Pam Caudill and unanimously passed.
Approval of a new opportunity in the west side stream mitigation area: Joe
McEnerney stated that another opportunity is coming up for six acres of stream
mitigation but asked to table it until the next meeting.
Development of the West Side Advantage Site: Lee Lawson of the Baldwin
County Economic Development Alliance gave a presentation to the Authority
about the past, present and future projects and opportunities that the Alliance
has been working on for the West Side of the Airport.
Record retention and electronic records back-up and recovery: Joe McEnerney
stated that he believes that the Authority should hire an outside firm to help with
organizing and storing Airport records electronically. Ray Hix made a motion to
authorize Joe McEnerney to draft a document and storage policy and to accept
proposals and implement the policy. A second was made by Will Bruce and it
unanimously passed.
The General Aviation Alliance's regional airport manager's forum on August 16,
2018: Joe McEnerney stated that a General Aviation Alliance's airport managers
meeting would be held at the Aviation Academy and that the Authority Board
members are invited to attend.
Nomination and selection of Authority officers for 2018-2019: Joe McEnerney
stated that Will Bruce, Vince Boothe and Chip Groner will form a nomination
committee and will present their suggested slate of officers at the July meeting.
Flight Line Manager's Report:
Placement of cameras on the west side fence line and gate keypad: Joe Baggett
and Pam Caudill stated that they are still working on this project.
Improved access to T-hangars (Bridge over culvert): No action at this time
Repair weather stripping on T-hangar doors: Is being taken care of.
Replace 4 security lights on T-hangars: The lights have been delivered and will be
installed.
Renewal of FCC radio licenses for the AWOS: Joe McEnerney stated that he has
renewed the VHF license and is getting help to renew the UHF license.
Sealing and paving taxiways and aprons: No action at this time.
Securing a Military fuel contract: Joe Baggett is working on this.
Repair of damaged fence on County Road 32: Joe McEnerney had the fence
repaired.
Treasurer's Report: Ray Hix reported that the financials are in good shape and
went over the general and ground maintenance items.
After the agenda items Pam Caudill stated that the Authority will join the Eastern
Shore Chamber of Commerce for $220.00 per year and as part of our membership
the Chamber will help market the Airport.
Ray Hix stated that he felt that the Airport should plan an air show for 2019. It
has been several years since the last Festival of Flight and feels that it would be an
effective way to help generate interest in the Airport. After a group discussion it
was decided to try to organize an event for the Fall of 2019.
There being no further business, the meeting was adjourned at S:OOPM.
