Special Meeting
March 1212018
The Fairhope Airport Authority met March 12, 2018 at 4:OOPM in the Delchamps
Suite Room 1, in the Civic Center at 161 N Section Street.
Present: Joe McEnerney, Chairman, Chip Groner, Pam Caudill, Vince Boothe, Will
Bruce and Ray Hix. Jack Burrell was absent. Also present was Josh Myrick,
Attorney. Cynthia A Boothe took the minutes.
Annual review and approval of the Airport Authority's insurance: Joe McEnerney
stated that it was time to renew the policies for Directors and Officers Insurance,
Property and Casualty Insurance and Specialized Aviation Insurance. He said that
the cost would be about $34,000.00. A motion was made by Chip Groner to pay
the renewals, second by Pam Caudill and unanimously passed.
Discussion and approval of a lease renewal for the Public Safety Hangar: Joe
McEnerney stated that this is an item held over from the last meeting and he
would like to negotiate with the ALEA for a lease renewal. Chip Groner stated that
he and Vince Boothe had researched prices for similar hangars. Joe McEnerney
stated he thought that the Authority could get about $1,500.00 a month for the
lease. After a group discussion a motion was made by Chip Groner to proceed
with negotiating the lease with the ALEA, second by Will Bruce. Joe McEnerney,
Chip Groner, Pam Caudill, Will Bruce and Ray Hix all voted aye. Vince Boothe
abstained.
FOD Sweeper: Chip Groner stated that the cost he presented for the FOD
Sweeper at the last meeting was incorrect and the actual cost is $6,530.00 and
asked that the allocated amount of $5,000.00 be increased. A motion was made
by Vince Boothe to increase the allocation to $6,530.00, second by Pam Caudill
and unanimously passed.
Economic Development of the Airport and potential land sales:
Executive session pursuant to 36-25A 7(a) (6) and (7)
Land and Sales and Commerce/Trade secrets
Josh Myrick stated that the Airport Authority has the ability to go into executive
session to discuss this item because of the two items of state code that are listed
in the agenda. Before that happens a person with knowledge has to declare that
these sections of the state code apply to the items to be discussed.
Lee Lawson, President of the Baldwin County Economic Development Alliance,
made the declaration that he has been in discussions and preliminary
negotiations with a company involving matters of trade or commerce in which the
Fairhope Airport Authority is in competition with private individuals or entities or
other governmental bodies to discuss matters or information of the character
defined or described in the Alabama Trade Secrets Act. He has direct personal
knowledge that the recruitment or retention effort would be detrimentally
affected if these parameters are discussed outside of an executive session.
A motion was made by Vince Boothe to go into executive session and to invite Lee
Lawson and Josh Myrick into the meeting, second by Pam Caudill and
unanimously passed. The Authority moved into executive session at 4:20PM.
The Authority came out of executive session and resumed the meeting at 5:10PM.
Pam Caudill made a motion to resume the meeting, second by Chip Groner and
unanimously passed.
Pam Caudill made a motion to move forward with the Blue Marlin project with
the parameters set by Lee Lawson. Lee Lawson stated that he would like two
Authority members appointed to work with the Alliance to negotiate with the
principals of the Blue Marlin Project, their site consultants and developers for a
location at the Fairhope Airport. A second was made by Chip Groner and
unanimously passed.
A motion was made by Joe McEnerney to appoint Joe McEnerney and Vince
Boothe to work with the Baldwin County Economic Alliance in their negotiations
with the Blue Marlin Project. A second was made by Ray Hix and unanimously
passed.
Lee Lawson mentioned that there was another site visit made by a company who
does maintenance, repair and overhaul work for the Defense Department who
also visited a couple of other sites in Baldwin County but had a great visit at the
Fairhope Airport. They are looking at about a 20,000 square foot facility and are
interested in the East Side of the Airport.
There being no further business a motion was made by Pam Caudill to adjourn,
second by Vince Boothe and passed unanimously at 5:15PM.
