COUNTY OF BALDWIN
The City Council, City of Fairhope, met in regular session
at 5:30, P.M., Fairhope Municipal Complex Council Chamber,
161 North Section Street, Fairhope, Alabama 365323, on
Monday, 9 September 1985.
Present were Councilmembers Roy C. White, David E. Bishop,
Michael A. Ford, and Barney L. Shull; City Attorney James
Reid and City Clerk Evelyn Phillips. Mayor James P. Nix and
Councilmember Trisha Nelson were absent.
Councilman White presided in the absence of Mayor Nix and
Mayor Pro-Tem Nelson. ,There being a quorum present,.Councilman
White called the meeting to order. Minutes of the 26 August
1985 regular session were duly approved.
Councilman Shull moved for final adoption of Ordinance #758,
an ordinance amending City Code Section 12-10 by setting forth
the procedure for the clearing of vacant lots of refuse and
weeds by the zoning enforcement officer at the property owner's
expense. Seconded by Councilman Ford, motion passed unanimously
Councilman White reported that he and Water Superintendent
Mike Rejczyk had visited the Schug property on Nichols Street
and it is their recommendation that the City offer to help
Mr. Schug's problem concerning the City water tank overflow
in accordance with usual city policy ---the City will install
some 250 lin. ft. of drain pipe in the city right-of-way at
no charge if Mr. Schug purchases the pipe. The pipe will belong
to the City after job is complete. So moved by Councilman
Bishop. Seconded by Councilman Shull, motion passed unanimously.
Councilman Bishop introduced, and moved for the adoption of,
the following resolution. Seconded by Councilman Ford, motion
passed unanimously:
RESOLUTION NO. 163-85
BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF FAIRHOPE,
ALABAMA, That the Mayor and City Clerk are hereby authorized
to execute a renewal of that certain AIRPORT BOARD Note Pay-
able No. 2128 to Central Bank of the South in Fairhope, in
the principal amount of $12,000.00, for one (1) year at the
annual interest rate of Nine per cent (90), beginning
12 September 1985.
ADOPTED THIS 9th DAY OF SEPTEMBER, 1985.

Councilman Shull reported that it looks as if the building
of a city dredge will take longer than anticipated, possibly
longer than two months. In the interim, Councilman Shull moved
to request bids on renting a dredge so the dredging work can
begin sooner. Seconded by Councilman Bishop, motion passed
unanimously.
Councilman Bishop moved to hear the following business not
on the Agenda. Seconded by Councilman Ford, motion passed
unanimously:
Councilman White reported that the Federal Emergency Manage-
ment Agency (FEMA) had requested use of our Civic Center Audito-
rium on Wednesday, September llth, for a county -wide meeting of
local and county officials. The meeting is for instructing these
officials as to how to request FEMA aid for damages due to
Hurricane Elena now that Baldwin County has been declared a
Disaster Area. Councilman White said he had given tentative
approval of the use of the auditorium and asked if there were any
objections by other Council members. There was no objection.
All of the council members commended City Personnel for the
good job they did and are doing to clear up the damage caused
by Elena. Crews began working early on Labor Day, September 2nd,
and all damage has been repaired with the exception of debris
clearing which is still being done.
The following bids were opened by the Electrical Department
Superintendent and City Clerk just prior to the Council meeting.
Due to storm damage (Elena), the stock of 40' utility poles has
been depleted and more poles are needed:
