HomeMy WebLinkAbout09-19-2017 Regular MeetingMinutes of Fairhope Airport Authority September 19, 2017 The Fairhope Airport Authority met September 19, 2017 at 4:OOPM in the Delchamps Suite Room 1, in the Civic Center at 161 N Section St. Present: Joe McEnerney, Chairman, Will Bruce, Vince Boothe, Jack Burrell, and Chip Groner. Ray Hix and Pam Caudill were absent. Also present was Josh Myrick, Attorney. Cynthia A Boothe took the minutes. The minutes of the July 18, 2017 meeting were considered and approved with a motion by Jack Burrell, second by Chip Groner and unanimously passed. Update on the construction of the Cedar Creek, LLC hangar: Joe McEnerney stated that both of the new hangars at the Airport have received a Certificate of Occupancy and are being used. Selection of Committee to nominate the Authority's Officer slate for 2017-2018: Vince Boothe, Chip Groner and Will Bruce of the selection committee met and Vince Boothe presented the following slate of officers for the coming year. Joe McEnerney, Chairman Pam Caudill, Vice Chairman Ray Hix, Treasurer Vince also stated that he felt the selection committee should reconvene in nine months to select the slate of officers for the next year to allow a three month transition period for any new officers that may be selected. Jack Burrell made a motion to accept the slate of officers and to allow the selection committee to reconvene in nine months, second by Chip Groner and unanimously passed. Update the status of the East Side construction project: Joe McEnerney stated that Phase III of the East Side construction project was complete and the "punch list" for the project was being worked. The final walk through with Volkert is set for September 29th. Joe asked Vince Boothe to participate in the final inspection. Vince Boothe stated that we needed to look into making sure the grass was going to continue to be cut and maintained until the next phase is started. Jack Burrell stated that they need to continue working on the sewer system needs for the east side before Phase IV is started. Development of the west side of the Airport: Will Bruce stated that he, Joe McEnerney, Vince Boothe Shery Lea Botop and Lee Lawson had met about the development of the west side and Lee Lawson discussed the value and potential for its use as it is not considered a prime site. Joe McEnerney stated that Lee Lawson had an individual that may be interested in about twenty acres if it could be leveled and would be coming to look at the site in the next week. Review and update of the Sonny Callahan Airport Minimum Standards: Joe McEnerney stated that Pam Caudill will head up the committee to review the Airport Minimum Standards along with Chip Groner and Ray Hix. The committee will report back in November. Approval to make application to FAA/ALDOT for AIP 2017 grant for project engineering cost: Joe McEnerney stated that the Authority will receive $66,243.00 from FFA/ALDOT for reimbursement of engineering costs. There were other costs of about $13,000.00 that were not reimbursed. Report on the National Association of State Aviation Officials (NASAO) conference (September 9-13-Grand Hotel -Point Clear, AL): Chip Groner reported that the conference was very successful and there was a lot of positive comments from the attendees about the charm and the hospitality of Fairhope. He also reported that the Authority had a booth that was shared with the Industrial Development Board and the Chamber of Commerce and received a lot of inquiries about information for business opportunities and information about the Fairhope area. Attendance was down about 17% though because of hurricane Irma. CMS Flight Line manager's report: Joe Baggett reported that they are working on how many cameras and where they will be placed on the west side fence lines and keypad on the gate. The water leaks around the sky lights in the south hangar are being repaired. The request for the dedicated helicopter landing site for the Public safety pilots is still being worked out and Joe will have more information for the next meeting. The replacement of the damaged signage is being fixed and billed. Joe McEnerney reported that he would like to come up with a formal plan to make sure the replacement/maintenance of runway lights, REIL lights and PAPI lights are kept current. Treasure's Report: Joe McEnerney reported that the financials are in good order and then reviewed the Maintenance items with the Board. Joe also submitted a budget for the Authority for 2017 -2018 and asked the board member to review it and give him any feedback. He also recommended the Authority deposit $5,000 a month into a money market account at Bryant Bank for the construction of a new general aviation terminal at the Airport. After the agenda items a few concerned citizens expressed concerns about the noise in the airspace above Fairhope and why the Airport Authority did not want to send a letter on their behalf. Several members of the board addressed those concerns and assured them that it was not in the best interest of the board to send a letter at this time.
