The Fairhope Airport Authority met July 18, 2017 at 4:30PM in the Delchamps Suite Room 1, in
the Civic Center at 161 N Section Street.
Present: Joe McEnerney, Chairman, Pam Caudill, Will Bruce, and Jack Burrell. Vince Boothe, Ray
Hix and Chip Groner were absent. Also present was Josh Myrick, Attorney. Cynthia A Boothe
took the minutes.
The minutes of the June 20, 2017 meeting were considered and approved with a motion by Will
Bruce, second by Pam Caudill and unanimously passed.
Update the status of the East Side construction project: Joe McEnerney stated that the Phase
III project is 89% complete and should be finished by the end of July. Bobby Odom of Volkert
updated the Authority on the application process for funding for the Phase IV project. Volkert
has compiled and revived the Phase IV project bids and has sent the bids to Kevin Morgan, the
FAA Project Manager, for his review. Mr. Morgan is reviewing the project bids and will
recommend funding for the project based on the merit of competing AIP projects and FAA
priorities. The total cost of the project will be approximately $3,600,000.
Approval to make application for FAA and ALDOT for AIP 2017 grant: No action will be taken
at this time.
Developing the West Side of the Airport: Pam Caudill stated that she and Joe McEnerney
attended a meeting of the Fairhope Industrial Development Board and discussed working with
them to help develop the West Side.
Military aircraft noise in the Military Operations Area: Pam Caudill stated that the letter asking
Senator Richard Shelby's help in setting -up a meeting with the Navy to address noise in the
Fairhope airspace has been placed in a suspended state. It was the consensus of the Board
members that since the mayor had sent a letter to the military without input from or
notification to the Authority that until the military responds to that letter the Authority should
hold off sending the letter that was prepared by the Authority.
Update on planning for the National Association of State Aviation Official (NASAO)
conference (September 9-13. Grand Hotel Point Clear): Pam Caudill stated that she had met
with the conference planning committee on June 28th and with Dr. Eagerton to continue
planning for the upcoming conference. She has ordered street banners and brochures for the
conference and has been working with Casey Williams and Sherry -Lea Botop to coordinate the
conference activities with the City. The cost of the banners and brochures will be shared by the
Eastern Shore Chamber, the City of Fairhope and the Airport Authority. Joe Baggett told Pam
Caudill he was arranging access to rental cars for the attendees who were flying in for the
conference. Joe McEnerney thanked Continental Motors and Volkert Engineering for being
sponsors for the conference and urged everyone to attend.
CMS flight line manager's report: Joe Baggett stated that he has arranged for the repair of the
asphalt on the south apron for $4,900. Joe McEnerney asked for a motion to repair the asphalt
on the south apron not to exceed $5,000. Pam Caudill made the motion, second by Will Bruce
and it unanimously passed. The CMS North hanger needs to be "re -skinned" with an
approximate cost of $29,000. Joe McEnerney asked for a motion to re -skin the North hangar
not to exceed $29,500. The motion was made by Jack Burrell, second by Pam Caudill and
unanimously passed. Joe McEnerney stated that he would like to sweep the aprons and
taxiways to remove sand and grit every six months. Jack stated he would see about trying to
get the City sweeper to do the sweeping. Joe McEnerney asked for a motion to ask the City
Council to authorize the use of the City's street sweeper to sweep the west side apron and
taxiway every quarter. Pam Caudill made the motion, second by Will Bruce and unanimously
carried. Joe McEnerney reported that a State Trooper officer had asked for a designated
helicopter landing spot. Bobby Odom of Volkert said he would work with the Authority to have
a designated helicopter landing spot at the Airport. Mr. Odom also said he would also work
with FAA to see if we could be reimbursed for the taxiway asphalt repair
Treasurer's Report: Joe McEnerney stated that the financials are in good order and went over
the monthly maintenance expenses.
Other Business: Bill Stromberg of Continental Motors said that there is a need for security
cameras and gate security. Pam Caudill stated that she would be glad to meet with to discuss
the airport's security needs.
There being no further business the meeting was adjourned at 5:25PM.
