The Fairhope Airport Authority met June 20, 2017 at 4:30 PM in the Delchamps
Suite, Room 1, in the Civic Center at 161 N Section Street.
Present: Joe McEnerney, Chairman, Pam Caudill, Chip Groner, Will Bruce and Ray
Hix. Jack Burrell & Vince Boothe were absent. Also present was Josh Myrick,
Attorney. Cynthia A Boothe took the minutes
The minutes of the May 16, 2017 meeting were considered and approved with a
motion by Chip Groner, second by Ray Hix and unanimously passed.
Update on the construction of Cedar Creek, LLC hanger: Joe McEnerney stated
that the Mid Bay Air hanger is completed and has been accepted as an asset of
the Fairhope Airport. He also reported that the Cedar Creek hanger should be
completed by the end of September.
Update the status of the East Side construction project: Joe McEnerney stated
that the Phase III of the east side project is approximately 88% complete and
should be finished by July 15th. He also stated that the Phase IV project was
advertised on June 12th and the bids will be opened July 7th. There is a pre -
construction Phase IV meeting scheduled on June 28th at 2:OOPM at the Airport.
The bids will be compiled and reviewed by Volkert and then submitted to the FAA
for approval and funding. The Phase IV project will consist of adding seven
additional inches of asphalt on the taxiways and aprons, road work and utility
work.
Developing the West side of the Airport: Joe McEnerney stated that he has had
conversations with a real estate agent who is interested in listing the property.
Pam Caudill stated she had recently attended a meeting at 5-Rivers concerning
economic growth and is going to meet with Sherry Lea Bloodworth Botop and
Casey Williams about coming up with a plan to market the property. Ray Hix
stated that the Fairhope Industrial Development Board and Lee Lawson with the
Baldwin County Economic Development Board should also be involved with this
project.
Military aircraft noise in the Military Operation Area: Pam Caudill stated that she
had completed a draft of a letter to Senator Richard Shelby concerning the
aircraft noise in the Fairhope area and will run it by Dr. John Eagerton and also
asked for comments from the Board to insure all of the members are in
agreement with the final letter.
Sponsorship of the National Association of State Aviation Officials (NASAO)
conference: Pam Caudill stated that she has been working with the conference
committee for the NASAO conference being held at the Grand Hotel in Point Clear
on September 9-13, 2017. Joe McEnerney stated that he has obtained two
sponsorships (i.e. Segers Aero and UTC Aerospace) and that he would like to have
the Airport Authority be a $500 sponsor. Pam Caudill made a motion to spend
$500 for a sponsorship, second by Chip Groner and unanimously passed. Joe then
encouraged the board members to attend the conference and trade show.
CMS flight line manager's report: Joe McEnerney went over the needed
maintenance at the airport including the repair of the asphalt on the south apron
and the AWOS annual maintenance.
Joe Baggett stated that he has some one lined up to remove the sand and grit
from the west side apron and taxiway.
Joe McEnerney stated that the Airport Authority would be re -skinning the east
side of the CMS north hangar as required in their lease extension.
Joe Baggett stated that there is no more room for additional aircraft tie -downs on
the west side aprons. Joe McEnerney stated that the when the east side project is
completed there will be room for more tie downs on that side of the Airport.
Joe McEnerney stated that a directional sign had been knocked down by a pilot
but an insurance claim has been made and a new sign ordered.
Employment of a summer intern at the Airport: Pam Caudill introduced the new
summer intern Bryce Biesenthal who will be helping to organize the Airport
Authority's archived records in the new storage room. Bryce also has a lot of
computer experience as well as experience in aerial photography. He will
coordinate with Pam Caudill and Joe McEnerney for his job duties.
Treasurer's Report: Ray Hix reported that the financials are in good shape and
went over the monthly expenses. Joe McEnerney stated that the Authority is still
in the process of moving the checking accounts from PNC to Bryant Bank and that
should be completed soon.
Comments from the Public: A concerned citizen expressed thanks to Pam Caudill
for writing the letter to Senator Shelby about the noise over the City.
Another citizen stated that he was interested in possibly building a hangar on the
East Side once it was completed and asked what the process was to apply for a
lease. Joe McEnerney went over the application process and time line for the
completion of the East Side.
There being no further business the meeting was adjourned at 5:04PM.
