HomeMy WebLinkAbout05-16-2017 Regular MeetingMinutes of Fairhope Airport Authority May 16, 2017 The Fairhope Airport Authority met May 16, 2017 at 4:30PM in the Delchamps Suite, Room 1, in the Civic Center at 161 N Section St. Present: Joe McEnerney, Chairman, Vince Boothe, Pam Caudill, Ray Hix, Will Bruce, and Chip Groner. Jack Burrell was absent. Cynthia A Boothe took the minutes. The minutes of the April 18, 2017 meeting were considered and approved with a motion by Chip Groner, second by Pam Caudill and unanimously passed. Update of Airport Authority's annual review of the Authority's insurance: Joe McEnerney stated that the review of the Authority's Aviation Insurance is completed and all coverages have been bound. Approval of Bushwackers, LLC for landscaping services and general maintenance contract for the Airport: Joe McEnerney stated that three companies responded to the RFP for landscaping and general maintenance at the Fairhope Airport. After a review of the proposals it was his recommendation to renew the contract with Bushwackers, LLC. Ray Hix made a motion to renew Bushwackers, LLC's contract, second by Chip Groner and unanimously passed. Update of construction of corporate hangars and acceptance of Mid Bay Air, LLC hangar: Joe McEnerney stated that Mid Bay Air, LLC hanger has received a Certificate of Occupancy and the Authority has stated the process of accepting the hangar as an asset of the Airport Authority. Update of the status of the East side construction project: Joe McEnerney stated that the Phase III project for the East Side construction is 74% complete and should be completed by the end of July. He also stated that Bobby Odom (with Volkert) believes the Phase IV project should be ready by July for submission to the FAA. The Airport Authority should know in August if the Phase IV project is accepted for funding. Developing the west side of the Airport: Will Bruce stated that there has not been much happening on the West side because of deferment to the construction on the East side but feels that now would be an appropriate time to push forward with the development of the West side. Review and approval of FAQ about aviation noise in the Military Operations Area: Joe McEnerney stated that he and Chip Groner had met with the Mayor in December 2017 and one of the things discussed was to develop a list of Frequently Asked Questions (FAQs) about aircraft noise in and around Fairhope. The FAQs would be posted on the Authority's website. Pam Caudill has been working on the list FAQs and they will be posted on the website within the coming week. Introduction of CMS flight line manager -Joe Baggett: Bill Stromberg introduced Joe Baggett the new CMS flight line manager. He also added that CMS is adding additional staffing to the FBO to enhance customer service. Treasurer's Report: Ray Hix went over the monthly expenditures. Chip Groner went over the expenses for all the power washing of the striping on the runway. Joe McEnerney stated that the financials were in good order and that he now has an audited financial report with the year-end adjustments. Comments from the Public: Bill Stromberg stated that in the next month or so that he would be coming to the Authority about getting the east wall of the North hangar re -skinned. Joe McEnerney stated that re -skinning the north hangar was part of the terms of the new contract with CMS and that the Authority has budgeted for this item. Bill Stromberg also stated that they have had quite a few larger aircraft flying in recently and they are running out of ramp space for them so he wanted to let the Authority know that they need to start planning a solution such as more tie down spaces or shade hangars before the airport gets any busier. Joe McEnerney said that he would be meeting with Bobby Odom from Volkert later in the week and will ask them to help with a solution. Ray Hix stated that the taxiway needs to be swept for debris that could cause damage to the aircraft. Bill Stromberg said he would have Joe Baggett work on getting the taxiways swept. A concerned citizen stated that he has heard more aircraft noise recently and wanted to know if the Authority could do anything about it. Chip Groner stated that Fairhope was in a Military Operations Area (MOA) for training and the Navy had recently changed to a more powerful (and nosier) aircraft as its primary trainer. He also explained that the Authority has no authority over the training done in the Fairhope air space. Another concerned citizen also stated concern over the noise level and wants the Authority to write a letter to Senator Richard Shelby to express their concerns. Chip Groner stated that the Authority would consult with Josh Myrick, the Authority's attorney to see if that can be done. There being no further business the meeting was adjourned at 5:1413M.
